Program Manager (Director)

Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Financial Operations Division, located in Harpers Ferry, West Virginia. Duties

This position is located within the Department of Homeland Security, U.S. Customs and Border Protection, Enterprise Services, Office of Training and Development, Financial Operations Division. In this position you will serve as Director of the Financial Operations Division and is responsible for directing a major program support organization that integrates financial operations, budget execution, resource management, internal controls, administrative support, and program support services for OTD training programs. This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10). Major duties as Director of the Financial Operations Division will include: Directing financial operations, budget execution, resource allocation, internal controls, administrative support, and program support services for Office of Training and Development programs and activities. Providing leadership and oversight through subordinate supervisors, professional staff, analysts, and contractor-supported activities to ensure timely and effective delivery of mission support services. Advising senior leadership on funding priorities, resource tradeoffs, execution risks, financial corrections, internal control issues, and the program impacts of resource decisions. Leading short- and long-range resource planning, budget formulation support, current-year execution, financial analysis, reporting, and unfunded requirement reviews for multimillion-dollar training activities. Establishing and improving policies, procedures, management controls, business processes, performance measures, and service delivery standards to ensure compliance, accountability, efficiency, and mission alignment. Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing or managing financial operations, budget execution, resource management, internal controls, administrative support, or program support functions for a large organization or major program. Advising senior leadership on resource requirements, funding priorities, execution risks, financial management issues, internal control deficiencies, resource tradeoffs, or program impacts. Overseeing budget formulation support, current-year execution, financial analysis, financial reporting, funds management, unfunded requirements analysis, or resource allocation activities. Leading organizational improvement efforts, including developing or improving policies, procedures, controls, business processes, performance measures, and supervising or leading staff, subordinate supervisors, analysts, or contractor-supported activities to accomplish program goals and resolve complex issues.
