Summary

About the Position: Performs duties in support of project management, project control, coordination and execution of assigned projects. Projects may vary in type and involve cradle to grave execution to include: pre-construction engineering and design and construction of Civil Works projects, Military Construction, Environmental Remediation and Restoration, Internal and Interagency Support (IIS), and Support for Others are the primary programs executed.

Duties

• •This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11, the incumbent will:
• •Establish a P2 project required to accomplish execution of the project within cost and time limitations.
• •Analyze tasks to establish work interrelationships and to establish the project baseline cost and schedule for PM review.
• •Prepare a wide variety of project management reports for upward reporting, monthly project status reviews with customers, monthly PRB briefings, and other project data calls as required.
• •Meet and coordinate with the PM, the PDT, and the Local Sponsor to collect and disseminate information about the project schedule and project issues needing resolution.

Specialized Experience GS-09: One year of specialized experience which includes: 1) Analyzing data, documents, and reports to assist with projects and programs execution; and 2) Utilizing data from automated systems in support of planning, designing, and constructing complex civil works, military, or interagency projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Business Administration or Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes: 1) Assisting with scheduling and analysis of multiple projects to support project and program managers; 2) Applying knowledge of budgetary and project management processes and procedures, including application of cost, scope, and schedule controls; and 3) Evaluating automated systems for planning, designing, and constructing civil works, military, and interagency projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
