JOB DESCRIPTION:
The primary focus of the Public Service Manager series is to administer one or more statewide policies or programs, and to directly manage and oversee operating, support or administrative functions of an agency or agency subdivision with differing levels of scope, accountability and complexity. The manager implements program policies and initiatives in support of agency goals and objectives established by executive management. The manager may be a member of the agency’s senior management team. Supervision is exercised over a variety of personnel and work is performed under administrative direction. Positions in this classification may direct at least two major programs or manage a small to medium division. The programs are established by statute, regulation, grant, agency mission, but the scope of the program is not well defined and it is the responsibility of the manager to develop the parameters. The manager at this level requires substantial experience and seasoning in the program areas managed or post-graduate education plus experience. Work involves managing the development of technical guidelines, regulations, policies and other materials; directing and performing staff support activities in the areas of financial, human resource, legal, and technology; approving fiscal transactions within set limits; and/or providing daily program administration of a variety of activities. The impact of the program managed has a small to medium relative relationship to the overall mission of the organization and the manager may contribute to and provide substantive advice on programs managed. Examples of working titles at this level may be Administrative Services, Agency Technology or Information Systems, Division, or Program Service Managers.

This engaging and challenging work will provide the selected candidate with an opportunity to become a trusted IT advisor to the agencies MaineIT serves, as well as lead multiple development teams that are responsible for supporting those agencies’ application needs. Put your skills and experience to the test, while gaining an understanding of complex systems, crafting robust solutions to a variety of IT challenges, and collaborating with a cross-section of users, vendors, and other IT staff.
RESPONSIBILITIES:
The PSMII will be responsible for managing all application support efforts for the Dept. of Corrections, Dept. of Public Safety, and Dept. of Veterans and Emergency Management Services. Those responsibilities will include, but not limited to: managing OIT resources assigned, collaborating with the Department/customer to evaluate technology requests and procurements, and managing the IT Application Support budgets for the Departments. The PSMII will also engage with other OIT teams to ensure quality technology service delivery to the Departments as OIT makes strategic changes in our technology service delivery models.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Knowledge
- Enterprise application development methodologies, tools, and lifecycle management.
- IT governance, standards, and policies, including security and compliance frameworks.
- Strategic planning and long-range IT forecasting.
- Budget development and financial management for IT projects and operations.
- Project management principles (e.g., Agile, Waterfall, hybrid models).
- Organizational change management and business process improvement.
- Vendor and contract management in a technology context. (e.g. IT Procurement)
- Public sector IT operations and regulatory environment (if applicable to the agency).
Skills
- Leadership and team management, including hiring, mentoring, and performance management.
- Stakeholder engagement and relationship building with business and technical partners.
- Negotiation and conflict resolution, especially in cross-functional or high-stakes environments.
- Analytical thinking to assess business needs and translate them into technical solutions.

MINIMUM QUALIFICATIONS:
Seven (7) years of progressively responsible experience in application system analysis and/or programming including a minimum of one (1) year in a working supervisor role -OR- a Bachelor’s Degree and three (3) years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR- a Master’s Degree and one (1) year of progressively responsible experience in application systems analysis in a working supervisor role.
Special preference will be given to individuals who have experience in:
- Developing applications within the Systems Development Lifecycle framework
- Technology Oversight of vendors and their applications.
