Public Utilities Specialist (Customer Account Executive)

Summary

This position is located with Bonneville Power Administration (BPA), Program Marketing (PEM) organization within Energy Conservation (PE), Power Services organization (P). A successful candidate in this position will manage BPA's long-term resource acquisitions, be the principal representative for BPA working on strategies and transactions with assigned customers, and maintain working relationships with management, internal counterparts and external entities.

Duties

As a Public Utilities Specialist (Customer Account Executive), you will: Non-supervisory management of support staff by assigning tasks and managing the execution of those tasks to support BPA's implementation, commercial contracting, contract management and execution process. Maintain signatory responsibility for the Energy Conservation Agreements (ECA) with delegated authority up to $25 million. Coordinate the implementation and administration of Power ECA agreements for the purpose of adherence to BPA and customer requirements. Provide proactive customer outreach, responsive customer support, leadership of all customer service functions, and advocacy on behalf of the customer to the broader Energy Conservation Marketing team, the Energy Conservation department, Power Services organization and to BPA. Evaluate market opportunities, develops products offerings and makes products available to targeted customers. Represent BPA's policy positions at various external meetings and participates on regional committees as appropriate to represent BPA's interests.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: 1) Supporting utility customer accounts by evaluating load characteristics such as service territory make up, end-user type or identifying energy conservation program needs; 2) collaborating with cross-functional teams to design, implement, and support energy conservation programs or long-term demand-side acquisition strategies; and 3) creating and maintaining working relationships with management, internal counterparts and external entities such as; utility customers or local and regional energy conservation organizations to achieve conservation program goals. There is no substitution of education for experience at the GS-13 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
