This vacancy is for a GS-1170-13, Realty Specialist located in the Department of Homeland Security, U.S. Coast Guard, SILC-ESD REAL PROPERTY BRANCH in NORFOLK, Virginia.

Duties

You will serve as an Realty Specialist and be responsible for providing programmatic analysis of Real Property Acquisition and Disposal actions, and oversight of all Real Property Accountability requirements for CFO Act compliance, Federal real Property Council (FRPC) reporting requirements, and Department of Homeland Security (DHS) CAO reporting requirements. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Manage the development and presentation of comprehensive budget proposals, including detailed justifications and impact analyses, to secure the necessary funding for strategic goals. Lead the oversight of the shore facility's Real Property inventory, directing all asset modifications and ensuring compliance with the Department of Defense (DOD) Facilities Pricing Guide. Manage and direct the end-to-end process for transferring and accepting accountable real property, guaranteeing full adherence to established protocols. Manage and optimize all facility space allocation based on evolving mission and functional requirements, ensuring strict adherence to utilization criteria. Manage the strategic execution of all realty acquisition projects, overseeing planning and validation to guarantee alignment with regulatory mandates, budget limitations, and key operational interests. Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Performing administration of real property program analysis, property accountability, and other real property responsibilities. Experience identifying, classifying, managing and tracking facility Real Property assets on official agency inventory using software, programs, and other guides. Experience coordinating with construction project managers, financial system managers, audit compliance managers, inventory managers and others to ensure Real Property assets are properly tracked, maintained and otherwise managed on the inventory using the software, programs, and other guides. Experience in the development and management of budget, including justifications, computations, and impact statements to support increases or decreases, to meet planned goals and objectives. Experience analyzing space requirements based on missions and functions to ensure compliance with facilities utilization criteria.
