Sample Supports is seeking an experienced Residential Program Manager to oversee residential services for adults with intellectual and developmental disabilities within an assigned geographic region.

This position provides operational leadership across Host Home, Family Caregiver, and supported apartment services. Depending on the assigned region, the role may also oversee an 11-bed assisted living residence.

The Residential Program Manager is responsible for employee leadership, provider oversight, regulatory compliance, service quality, documentation, placement stability, and the health and safety of individuals receiving services. The right candidate can manage multiple service lines, make sound high-level decisions, and remain calm and solution-focused during complex or urgent situations.

What You’ll Be Doing

Program Leadership

Oversee daily residential program operations across Host Home, Family Caregiver, supported apartment, and assigned assisted living services

Hire, train, supervise, develop, and manage employees throughout the employment lifecycle

Supervise residential employees and hold team members accountable for program, documentation, and service expectations

Establish a positive, professional, and team-focused program culture

Support employee engagement, performance, retention, and professional growth

Monitor employee billable hours and service-delivery requirements

Manage provider contracts and maintain productive relationships with residential contractors

Use sound judgment to resolve complex concerns and make high-level program decisions

Individual Services and Placements

Monitor the quality, safety, and consistency of residential services

Advocate for each individual’s rights, needs, preferences, safety, and quality of life

Coordinate services with individuals, families, guardians, providers, case managers, healthcare professionals, and interdisciplinary teams

Use person-centered practices to evaluate needs and ensure appropriate plans are developed and implemented

Support the development of treatment, behavior, medical, safety, and service plans

Facilitate referrals, intake, assessments, meet-and-greets, admissions, placements, transitions, and discharges

Monitor placement stability and address concerns before they affect continuity of care

Participate in team meetings, court hearings, administrative reviews, and other required proceedings

Provide ongoing education, training, and resources to employees, providers, individuals, and families

Quality Assurance and Compliance

Ensure services comply with HCBS requirements, Colorado developmental disability standards, licensing rules, and applicable laws

Conduct unannounced home visits, residential monitoring, and compliance inspections

Maintain current, accurate, organized, and audit-ready individual, provider, and employee files

Audit provider and individual records for documentation, billing, service, and regulatory compliance

Maintain readiness for licensing reviews, complaint investigations, audits, and regulatory monitoring

Ensure identified deficiencies are corrected and required plans of correction are completed on time

Follow all Sample Supports policies, procedures, safety requirements, and documentation standards

Assisted Living Oversight

Depending on the assigned region, this role may oversee an 11-bed assisted living residence and will be responsible for:

Maintaining a safe, compliant, and person-centered living environment

Ensuring compliance with applicable CDPHE Assisted Living Residence requirements

Maintaining readiness for licensing inspections, complaint investigations, and annual surveys

Overseeing monthly facility inspections, maintenance tracking, and correction of safety concerns

Ensuring appropriate staffing, training, scheduling, and supervision of assisted living employees

Monitoring compliance with resident care plans, medication procedures, and health and safety requirements

Maintaining accurate resident service plans, physician orders, medication administration records, incident reports, and other required documentation

Coordinating admissions, assessments, level-of-care reviews, and discharges

Emergency and Direct-Care Support

Participate in 24/7 on-call responsibilities as scheduled or required

Respond to medical, behavioral, placement, staffing, and facility emergencies

Provide backup coverage, direct services, transportation, or shift support when needed

Follow individual service plans, behavior plans, care plans, medical protocols, and safety procedures

Use trained NVCI prevention, de-escalation, and physical intervention techniques when necessary

Maintain a calm and professional approach while modeling effective crisis management

Report suspected mistreatment, abuse, neglect, or exploitation as a mandatory reporter

What You Bring to the Role

You are an experienced and accountable leader who can balance people, services, documentation, compliance, and operational priorities. You communicate clearly, build strong relationships, and maintain high expectations without losing sight of person-centered care.

You are comfortable leading through change, responding to urgent needs, and stepping into direct services when necessary to protect continuity and quality of care.

Qualifications

High school diploma or GED required

Bachelor’s degree in human services, healthcare, social services, business, or a related field preferred

At least two years of related residential, healthcare, human-services, or program-management experience preferred

Experience supervising employees and managing program operations preferred

Knowledge of HCBS, developmental disability services, residential compliance, and person-centered care

Assisted living experience and knowledge of CDPHE requirements preferred when applicable to the assigned region

Completion of a 40-hour CDPHE-approved Assisted Living Residence Administrator Training Program, or ability to complete it within the designated timeframe

Ability to manage multiple service lines and regulatory requirements

Strong leadership, communication, organization, documentation, and problem-solving skills

Ability to perform the physical requirements of the position

Must be at least 18 years old due to driving responsibilities

Valid driver’s license and reliable transportation

Ability to transport individuals receiving services when needed

Ability to complete and maintain CPR, First Aid, Medication Administration, NVCI, and other required training and certifications

Ability to pass required criminal background and protection-services checks
