The primary purpose of this position is to serve as a Combatant Command security specialist to protect the enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise and enterprise mission interests, national defense or national security.

Duties

DUTY 1: Administers the Information Security Program protecting the enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security. DUTY 2: Supports the personnel security program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices. DUTY 3: Provides guidance on aspects concerning physical security programs for the protection of classified national security information and Sensitive Compartmented Information (SCI). DUTY 4: Manages the Industrial Security Program. Provides effective guidance, training, and direction to subordinate assigned organizations/activities/units on industrial security program matters.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervisory/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of advanced concepts, principles and practices in security administration and intelligence, and skill in applying this knowledge to difficult and complex work assignments, and to guide the work of other specialists or comprehensive, intensive, practical knowledge of Enterprise Risk Management and skill in applying this knowledge to the development of new methods, approaches, or procedures. Serves as the authoritative source to the Wing CC/CV for all information protection disciplines. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3. Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 6. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 3. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release. 4. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in DD Form 3207 and sign the DD Form 2365 as a condition of employment. 5. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. 6. Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must meet the requirements specified on the DD Form 3207, Certificate of Medical Examination and be able to continually perform the physical requirements of the duties. Any physical/mental condition that would cause the applicant to be a hazard to themselves or others is disqualifying. 7. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
