Position Summary

Precise Software Solutions, Inc. is seeking a Senior Business Analyst to support the execution of a large-scale federal IT delivery program, while also owning requirements analysis and documentation for the program's backlog. This role requires tracking with hands-on business analysis, making it well suited for someone who wants both delivery-management exposure and ownership of requirements quality. The ideal candidate is highly organized, detail-oriented, and analytically strong, with enough technical fluency to translate stakeholder needs into clear, testable requirements and to follow delivery conversations accurately.

Must be USC/GC/EAD with ability to obtain a public trust clearance. This is a hybrid position with occasional office/site visits in the Rockville/Silver Spring area.

Key Responsibilities

• •Lead requirements-gathering sessions with client and external stakeholders, translating business needs into clear, well-structured user stories, acceptance criteria, and functional requirements.
• •Conduct gap analysis against existing platform capabilities.
• •Triage incoming requests from external partners, review with the team, and route to the appropriate decision authority before work begins.
• •Lead backlog grooming sessions, driving requirement readiness and prioritization discussions in coordination with the Product Owner and technical leads
• •Develop and maintain process flows, data mapping documentation, and requirements traceability matrices linking requirements to design, test cases, and acceptance criteria.
• •Facilitate design and requirements walkthroughs with business and technical stakeholders, capturing decisions and open questions for follow-up.
• •Maintain and update core program artifacts, including the risk/issue log, decision and change log, and action-item tracker, ensuring entries are current and consistently formatted.
• •Manage integration testing schedules, technical working sessions, and requirements feasibility assessments across client, partner, and vendor teams, tailoring communication and technical detail appropriately to each audience.
• •Coordinate meeting logistics for recurring program forums (sprint reviews, planning meetings, governance sessions, and stakeholder working groups), including scheduling, agenda preparation, minute-taking, and distribution of follow-up actions.
• •Track open items and commitments across multiple concurrent external stakeholder relationships, following up proactively to ensure timely closure and escalating items at risk of missing a deadline.
• •Support user acceptance testing by developing test scenarios tied to documented requirements and coordinating stakeholder validation of results.
• •Analyze recurring stakeholder requests or pain points to identify patterns suitable for standardized or reusable solutions rather than one-off fixes.
• •Document business rules, workflow configurations, and rationale for approved requirement decisions to support institutional knowledge continuity.

Requirements

• •Prior experience in a business analyst role on federal IT or technology delivery programs, with demonstrated ownership of requirements documentation and stakeholder facilitation.
• •Exceptional organizational skills, with a demonstrated ability to track and follow through on a high volume of action items, commitments, and deadlines across multiple concurrent workstreams.
• •Strong analytical skills, with experience translating ambiguous business needs into structured, testable requirements.
• •Comfortable engaging with a wide range of external stakeholders professionally and proactively, with strong written and verbal communication and facilitation skills.
• •Solid technical fluency — able to engage in discussions involving system architecture, integrations, data mapping, or testing, even without a hands-on engineering background.
• •Experience with Agile ceremonies and artifacts (sprints, backlogs, Definition of Ready/Done, user stories, acceptance criteria) required.
• •Familiarity with project and requirements-tracking tools such as JIRA, Confluence, SharePoint, or comparable platforms.
• •Strong proficiency in standard office and reporting tools (e.g., Excel, PowerPoint, Word, Visio or equivalent for process mapping).
• •Experience supporting reporting, documentation, or requirements work for a federal government client is a plus.
• •Bachelor's degree in a technical field (computer science, information systems, engineering, or related discipline) preferred; CBAP, CAPM, or Scrum-related certification a plus.
