Senior Business Analyst/ Delivery Manager

Position Overview:

Precise Software Solutions, Inc. is seeking a Senior Business Analyst / Delivery Lead to support the day-to-day execution and delivery of a large and complex federal health IT program. This role combines requirements leadership, stakeholder engagement, Agile facilitation, delivery management, and release coordination responsibilities.

The selected candidate will serve as a trusted partner to the Program Manager and Technical Delivery Manager, helping drive initiatives from concept through implementation. The ideal candidate is highly organized, analytically strong, and capable of working effectively across business, technical, government, partner, and vendor teams. This individual must be comfortable leading stakeholder discussions, translating business needs into actionable requirements, facilitating delivery activities, and proactively addressing risks, dependencies, and roadblocks. Must be USC/GC/EAD with ability to obtain a public trust clearance. This is a hybrid position with occasional office/site visits in the Rockville/Silver Spring area.

Key Responsibilities

• •Lead requirements workshops and stakeholder discussions to elicit, analyze, and document business needs, user stories, acceptance criteria, business rules, and process flows.
• •Drive backlog readiness, refinement, and prioritization activities in collaboration with Product Owners, business stakeholders, and technical leads.
• •Manage cross-team dependencies, action items, decisions, and stakeholder commitments to ensure work progresses efficiently across multiple workstreams.
• •Facilitate Agile ceremonies, requirements reviews, planning sessions, sprint reviews, stakeholder working groups, and technical discussions.
• •Develop and maintain release plans and coordinate delivery activities across business, technical, vendor, partner, and government teams, ensuring alignment on priorities, timelines, and expectations.
• •Track and communicate risks, issues, blockers, and delivery status, escalating concerns when necessary to maintain program momentum.
• •Support integration planning, requirements validation, testing readiness, and release activities across multiple teams and external stakeholders.
• •Maintain traceability between requirements, designs, test cases, releases, and approved changes.
• •Support User Acceptance Testing (UAT) planning and execution, including test-scenario development, stakeholder coordination, defect tracking, and validation of results.
• •Identify opportunities for process improvement, standardization, and reusable solutions that improve delivery efficiency and stakeholder experience.
• •Provide leadership with clear visibility into requirements status, pending decisions, dependencies, risks, and upcoming milestones.
• •Provide backup support for designated Technical Project Manager responsibilities as needed.

Requirements

• •7+ years of experience as a Business Analyst, Lead Business Analyst, Delivery Lead, Scrum Master, Product Owner, or similar role supporting complex IT initiatives.
• •Proven experience supporting programs valued at $10M+ annually and involving multiple stakeholders, vendors, and delivery teams
• •Demonstrated success leading requirements efforts while coordinating delivery across multiple stakeholder groups and workstreams.
• •Experience working with federal and state stakeholders, particularly on programs involving shared data or system integrations, is highly preferred.
• •Strong experience facilitating stakeholder meetings, workshops, backlog refinement sessions, and cross-functional discussions.
• •Experience translating ambiguous business needs into clear, structured, and testable requirements.
• •Experience managing dependencies, risks, issues, and delivery commitments in Agile environments.
• •Experience coordinating UAT, hardening/stabilization testing, performance testing, and go-live readiness reviews for a production software system.
• •Technical fluency in areas such as software delivery lifecycles, workflows, APIs, integrations, data mapping, migration, security, testing, or cloud environments.
• •Experience working within regulated federal environments; familiarity with FedRAMP authorization requirements is a plus.
• •Strong facilitation, organization, follow-through, and stakeholder-communication skills.
• •Strong written and verbal communication skills with the ability to engage effectively with business, technical, and executive stakeholders.
• •Experience with Jira, Confluence, SharePoint, Microsoft Office, and process-mapping tools.
• •Bachelor's degree preferred; CBAP, PMI-PBA, CSM, SAFe, PMP, or related certifications are a plus.
