Senior Director, Fraud Product Strategy & Governance

Overview

Vanguard is seeking a senior fraud product and technology leader to shape the future of Enterprise Fraud. This role leads the Shared Services organization supporting Prevention, Detection, Response, and Recovery and defines the product strategy that enables those capabilities. The Senior Director will translate business priorities into scalable technology solutions, enterprise capabilities, governance frameworks, and measurable outcomes.

Leading across fraud product, technology, data, governance, and product execution, this leader will help Vanguard continue its evolution toward advanced fraud capabilities in asset management. Product leadership is the primary emphasis, supported by broad responsibility for governance, program capabilities, technology integration, and communications.

Enterprise Fraud has evolved from a primarily reactive investigations organization into an integrated capability encompassing real-time prevention and interdiction, monitoring and detection, investigation, mitigation, and recovery. Shared Services was established to provide the product, technology, governance, program, and communications capabilities used across the Fraud organization.

This is a build-and-scale mandate rather than a maintenance role. The successful candidate will have the opportunity to shape how Enterprise Fraud operates, modernizes, and grows, while serving as a strategic adviser and execution partner to Fraud leadership.

Leadership Scope and Team Structure

The Senior Director will lead a multidisciplinary organization responsible for product management, governance support, program capabilities, communications, technology strategy, and engineering integration across Enterprise Fraud.

• •Approximately 18 team members under the current structure, with anticipated growth to a 20-to-30-person organization as approved investments are realized.
• •Three senior functional leaders within the organization, requiring demonstrated leader-of-leaders capability.
• •A lean product organization of approximately six team members, requiring the Senior Director to remain close to the work and operate without a large support structure.
• •Dedicated engineering resources through a defined two-in-a-box operating model, supplemented by partnerships across Vanguard’s broader engineering and technology ecosystem.
• •Teams distributed across Pennsylvania, Charlotte, and Arizona, with Pennsylvania preferred because much of the organization and leadership group is based there.

Areas of Responsibility

• •Define and evolve the enterprise fraud product strategy, roadmap, priorities, and measures of success.
• •Translate Fraud’s strategic objectives and business-owned requirements into scalable product, data, and technology capabilities.
• •Lead the product lifecycle from discovery and business-case development through implementation, adoption, measurement, optimization, and enhancement.
• •Evaluate every major initiative for opportunities to apply artificial intelligence, automation, advanced analytics, shared tooling, and reusable enterprise capabilities.
• •Guide the selection, integration, and optimization of fraud platforms, including real-time decisioning and rules engines, detection and monitoring, active interdiction, case-management technology, data solutions, and cross-organizational integrations.
• •Lead product, governance, program capabilities, technology integration, and communications while aligning priorities, resources, dependencies, investment, and execution.
• •Partner with engineering, architecture, data, risk, compliance, legal, audit, and business leaders to deliver strategic outcomes.
• •Participate in and provide oversight for governance forums, operating rhythms, standards, controls, documentation, escalation paths, and executive reporting that support growth and accountability.
• •Build organizational capability through coaching, succession planning, leadership development, and talent management.

Required Experience

• •12+ years of experience in product management, technology, technical program leadership, or a related discipline, including ownership of product strategy, roadmaps, delivery, and business outcomes.
• •5+ years leading large, cross-functional teams and senior leaders in complex enterprise environments.
• •Direct fraud-product experience within banking, payments, fintech, card, digital commerce, or another fast-money-movement environment.
• •Demonstrated experience with real-time fraud decisioning, rules engines, fraud detection and monitoring, active interdiction, and case-management technology.
• •Experience with enterprise fraud workflows, platform integration across business units, and the implementation of complex fraud-technology ecosystems.
• •Strong fluency in data architecture, data modeling, enterprise systems integration, and modern cloud data environments such as Snowflake.
• •Experience evaluating or implementing platforms such as SAS, Feedzai, Sardine, or comparable fraud, identity, payments, or risk technologies.
• •A strong record of partnering with engineering and architecture organizations to deliver scalable technical capabilities.
• •Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related discipline, or equivalent professional experience.

Preferred Experience

• •Artificial intelligence and automation strategy applied to fraud prevention, detection, decisioning, operations, or client protection.
• •Experience scaling, modernizing, or transforming a fraud organization or product portfolio.
• •Knowledge of product operating models, portfolio governance, agile or hybrid delivery, enterprise change management, and financial-services controls.
• •Master’s degree, MBA, or relevant product, agile, project, or program-management certification.
