1. Telecom and ICT Technical Leadership

  • Lead telecommunications and ICT design activities for assigned projects.
  • Coordinate and supervise telecom engineers, ELV engineers and designers.
  • Provide technical direction and guidance to project teams.

  • Telecommunications Outside Plant – OSP.
  • Telecommunications Inside Plant – ISP.
  • Fibre-optic backbone networks.
  • Copper telecommunications networks.
  • Telecom duct-bank systems.
  • Telecom manholes and handholes.
  • Building telecom entrance facilities.
  • Telecom equipment rooms.
  • Main Distribution Frames – MDF.
  • Intermediate Distribution Frames – IDF.
  • Telecommunications risers.
  • Campus and site-wide telecom networks.
  • Service-provider interfaces.

Structured Cabling and Data Systems

  • Structured cabling systems.
  • Fibre-optic cabling.
  • Copper data cabling.
  • Voice systems.
  • Telephone systems.
  • Local Area Networks – LAN.
  • Wide Area Network interfaces – WAN.
  • Data networks.
  • Wireless LAN / Wi-Fi infrastructure.
  • Network cabinets and racks.
  • Data-centre and server-room passive infrastructure where applicable.

ICT Systems

  • ICT backbone systems.

3. Telecom Infrastructure Design

Lead the development of infrastructure telecom networks including:

  • Telecom network master planning.
  • External fibre-optic networks.
  • Duct-bank routing.
  • Telecom corridor planning.
  • Manhole spacing and sizing.
  • Cable-routing strategy.
  • Network topology.
  • Redundancy strategy.
  • Service-provider connection points.
  • Building-entry points.
  • Future network expansion provisions.
  • Utility corridor coordination.

Designs shall consider maintainability, network resilience, future expansion and compatibility with Saudi telecom service-provider requirements.

4. Design Documentation

Lead preparation and review of:

  • Telecom Design Basis Reports.
  • ICT design criteria.
  • Telecom system philosophies.
  • Network architecture diagrams.
  • Telecom schematic diagrams.
  • ICT system block diagrams.
  • Fibre network diagrams.
  • Structured-cabling diagrams.
  • Telecom room layouts.
  • Equipment-room layouts.
  • Telecom rack layouts.
  • CCTV layouts.
  • Access-control layouts.
  • Data outlet layouts.
  • Telecom infrastructure layouts.
  • Duct-bank drawings.
  • Manhole details.

  • Authority submission documents.

5. Engineering Calculations and Studies

Ensure appropriate development and review of technical assessments including:

  • Fibre-loss budgets.
  • Copper-cable length assessments.
  • Network bandwidth assessments.
  • Data-capacity assessments.
  • Rack-capacity calculations.
  • Equipment power requirements.
  • UPS requirements for ICT equipment.
  • Heat-load information for telecom rooms.
  • CCTV coverage studies.
  • Camera field-of-view assessments.
  • Network-availability assessments.
  • Wi-Fi coverage studies where required.
  • Storage calculations for CCTV systems.
  • Telecom duct-capacity calculations.

6. Saudi Regulatory Compliance

Ensure telecom and ICT designs comply with applicable Saudi requirements including:

  • Communications, Space & Technology Commission – CST regulations.
  • Saudi Building Code requirements applicable to telecommunications infrastructure.
  • Telecommunications service-provider requirements.
  • STC requirements where applicable.
  • Mobily requirements where applicable.
  • Zain requirements where applicable.
  • Royal Commission for Jubail and Yanbu standards where applicable.
  • Client and project-specific ICT and security standards.
  • Relevant Civil Defense requirements for systems associated with life safety.

International standards shall be used where applicable, including:

  • TIA
  • BICSI
  • ISO/IEC
  • IEEE
  • IEC
  • ITU-T
  • NFPA where applicable
  • Relevant BS/EN standards.

7. Service Provider and Authority Coordination

  • Coordinate telecom requirements with CST requirements and relevant service providers.
  • Identify required telecom-provider connection points.
  • Establish requirements for OSP infrastructure.
  • Coordinate service-provider network-entry requirements.
  • Support technical submissions to telecom providers and authorities.
  • Respond to authority and service-provider comments.
  • Attend technical coordination meetings.
  • Monitor telecom-related approvals and close outstanding technical comments.
  • Ensure adequate infrastructure is provided for multiple service providers where required.

8. Multidisciplinary Coordination

Coordinate telecommunications and ELV systems with all disciplines (Architecture, Electrical, Mechanical, Civil, Structural, Infrastructure utilities, Fire & Life Safety, Security, BMS, Smart-city systems, AV specialists, Landscape, Interior Design, Utility Engineering)

Special attention shall be given to:

  • Telecom-room locations and sizes.
  • MDF and IDF locations.
  • Equipment-room cooling.
  • Power and UPS requirements.
  • Cable containment.
  • Equipment, access and maintenance.
  • Riser requirements.
  • External utility corridors.
  • Separation from electrical power systems.
  • Building penetrations.
  • Security and operational requirements.

9. BIM and Digital Engineering

  • Coordinate telecom models with the multidisciplinary BIM environment.
  • Ensure telecom equipment and containment are properly incorporated into BIM models.
  • Participate in clash-detection workshops.
  • Resolve spatial coordination issues.
  • Coordinate telecom rooms, shafts, risers and containment routes.
  • Ensure consistency between BIM models, drawings, schedules and specifications.

10. Technical Review and Quality Assurance

  • Perform technical checks and discipline reviews.
  • Review calculations, layouts, schematics and specifications.
  • Ensure designs follow approved project standards.
  • Participate in interdisciplinary design reviews.
  • Manage resolution of Client and checking comments.
  • Maintain compliance with Assystem's Quality Management System.
  • Identify and record lessons learned.
  • Promote standardization and continuous technical improvement.

11. Client Interface

  • Participate in Client technical meetings and workshops.
  • Present telecom and ICT design concepts.
  • Explain proposed network architecture and system strategies.
  • Respond to Client comments.
  • Provide technical recommendations.
