The State Depot Superintendent serves as the managerial lead for the Fleet and Materials Management Unit’s State Equipment Depot and directs the operations of all Depot Shops, including the Equipment, Carpentry, Machine, and Body Shops. The position provides administrative and technical leadership in maintaining, repairing, servicing, and refurbishing the Central Business Units’ fleet of vehicles and heavy equipment, while overseeing inventory management, warehousing functions, equipment acquisition and disposal, and facility and capital project needs.

This position also performs daily administrative and fiscal responsibilities that support Central Unit fleet operations. These responsibilities include reviewing, approving, and signing all invoices processed through Equipment Accounts Payable; making repair decisions and authorizing major parts purchases; evaluating daily mileage and hour meter discrepancies on the Raleigh Odometer Error File; and reviewing open and error flagged work orders and PM requirements through SAP. The position maintains the Central Unit Equipment Complement by monitoring equipment changes, updating database records, and distributing revised listings to user departments. It assigns new equipment as issued by Raleigh Procurement, ensures correct lot number and buy year matching, coordinates proper training for receiving departments, and supports equipment movement between units to meet operational needs.

The role includes comprehensive fleet lifecycle oversight, involving equipment replacement planning, evaluation of user requests, and management of the annual equipment buy process for Central Units. This includes balancing replacement priorities, entering final buy approvals into SAP, and coordinating surplus disposal. Inventory accountability extends to fixed assets, parts, fuel and oil, and zero cost equipment, ensuring accurate records and compliance with statewide requirements.

Maintains strong working relationships with FMMU leadership, and Central Units by providing technical guidance, coordinating equipment loans or transfers, resolving utilization and reporting issues, and participating in FMMU staff and safety meetings. The position also represents the State Equipment Depot at statewide Equipment Superintendent meetings and serves on one of four statewide committees that assist in shaping equipment related policies and operational practices across North Carolina.

The position further ensures Depot compliance with all safety, environmental, and regulatory standards, including OSHA requirements, hazardous materials handling, and implementation of the Storm Water Pollution Prevention Plan (SPPP). Responsibilities include conducting facility audits of all Equipment Shops, participating in fuel site compliance audits with Fleet Support, identifying operational hazards, and initiating corrective actions to maintain a safe work environment. Through this combination of administrative leadership, fiscal oversight, operational control, and technical expertise, the M/CSIV ensures that the Depot efficiently supports the equipment needs of its user departments and fulfills its mission in alignment with statewide fleet and operational standards.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC17/$60,881 - $106,544

Management prefers applicants with the following:

• •Considerable knowledge of fleet management principles and procedures, including the maintenance, repair, utilization, lifecycle planning, and replacement of automobiles, trucks, and heavy construction equipment.
• •Demonstrated ability to plan, prioritize, and manage multiple projects, oversee inventories of parts, fuel, fixed assets, and equipment, and maintain accurate records in compliance with FMMU and statewide standards.
• •Knowledge of budgetary controls, cost accounting, and the financial impact of repair decisions on fleet operations.
• •Demonstrated ability to supervise, train, and evaluate subordinate supervisors and technical staff.
• •Demonstrated ability to analyze data from fleet systems, including SAP reporting for work orders, PM management, utilization tracking, asset errors, and inventory accuracy.

Minimum Education and Experience

Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology or mechanical engineering technology from an appropriately accredited institution and four (4) years of progressive experience in construction or facility maintenance including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or High school or General Educational Development (GED) diploma and five (5) years of progressive experience in facility maintenance or construction including experience in at least three (3) building or mechanical trades including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or an equivalent combination of education and experience. Necessary Special Qualifications May require current certification by the EPA as a Type I, II, III or Universal technician as required by 40 CFR part 82, subpart F.
