We have an exceptional opportunity for a Behavior Health Specialist 1 with rotating shift locations between Coffee Creek Correctional Facility (CCCF) in Wilsonville, Oregon and Columbia River Correctional Institution in Portland, Oregon.

This position is expected to last through September 30, 2027; and will be filled as a Limited Duration; this position may be extended if additional funding is approved.

About the Job – Your Role

The purpose of this grant funded position is to provide care coordination for adults in custody (AICs) releasing from treatment into the community. These AICs are enrolled in Alternative Incarceration Program (AIP) or Co-occurring disorders (COD) treatment services in minimum custody institutions releasing to any of the 36 counties across the state of Oregon. AICs releasing from these programs may need assistance with identifying housing, transportation, clothing, SUD aftercare services, mentoring referrals, and/or medical or mental health referrals. The QMHA in this role is responsible for collaborating with systems stakeholders to identify resources, as well as referring out to community providers for care. Services provided include assessment, treatment planning, psychosocial skills development, behavior management, milieu management, case management, and care coordination. This position may also provide group facilitation as needed. This position has contact with all levels of institution staff, as well as other agencies, individuals, and groups that interface with the ODOC. This position is supervised by the Alternative Incarceration Treatment Program Manager.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A Bachelor's degree in a behavioral science field; OR

A combination of at least three years of relevant work, education, training, or experience; OR

Possession of a current Qualified Mental Health Associate (QMHA) certification; OR

A qualified Mental Health Intern, as defined in 309-019-0105(61).

Additional Requirements:

Applicants must be credentialed as a QMHA or meet the criteria for credentialing.

This position requires knowledge in evidence-based, trauma-informed, gender-responsive treatment interventions for adults with substance related disorders and co-occurring mental health disorders. It requires experience providing skills training and case management for individuals impacted by substance related disorders and/or persistent mental health disorders and completion of clinical documentation of individual encounters in a timely manner.

Desired Attributes:

Credentialed as a Certified Alcohol and Drug Counselor 1 (CADC-I) with MHACBO

Knowledge of the chronic disease approach to substance use disorder treatment

Experience working with justice-system-involved clients or mandated populations

Curriculum-based group facilitation experience

At least 1 year of case management experience or equivalent experience with care coordination or resource navigation services

Working Conditions

These positions perform work inside an adult prison, have contact with adults in custody (AIC) during treatment/consultation, at times out of visual range of security staff, are exposed to AICs that may become physically and/or verbally abusive; and require vigilance and awareness.

This position requires travel between Correctional facilities in Portland and Wilsonville. You must have a valid driver’s license and a good driving record or be able to provide an acceptable alternative method of transportation.
