SUPERVISORY AIR TRAFFIC ASSISTANT

The primary purpose of this position is to serve as a supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 66th Logistics Readiness Squadron, Deployments and Distribution Flight, LGRDA/Air Transportation Function.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, and directs the activities of 66 LRS/LGRDA, ensuring that Small Air Terminal complies with legal and regulatory requirements and meets customer needs. Represents 66 LRS/LGRDAS Small Air Terminal with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with flight crews and other aircrew members, distinguished visitors, FAA representatives, base visitors, air traffic control, safety, security, communications, civil engineering and the base protocol office. Meets and guides aircraft across active runways to the designated parking area, directs aircraft into parking position, secures aircraft by chocking wheels, attaching ground wires, and installing lock pins and engine covers. Sets up and operates a variety of powered and non-powered aerospace ground equipment (AGE), such as several types of maintenance stands, gas turbine and diesel driven generators, gas turbine compressors, exterior lighting equipment and ground heater equipment and vehicles and material handling equipment (MHE), such as 4K, 10K forklift, 25K Halvorsen Loader, staircase truck, baggage conveyer and tow vehicles w/pintle hooks.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Assistance Series 2154. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: One year of specialized experience equivalent to at least the next lower grade level that demonstrated knowledge of and skill in the use of Federal Aviation Administration (FAA) air traffic control procedures. Qualifying specialized experience may have been gained in work such as: Civilian or military aircraft operations work, such as flight instructor, instrument rated pilot, flight engineer, or air transport pilot. FAA certified dispatcher for an air carrier. Flight information expediter involved in determining flight times of airplanes and transmitting information to flight operations and command centers. Civilian or military air traffic controller. Flight data processor. or Training: Successful completion of an FAA or military air traffic control training program. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-02, equivalent to the next lower grade GS-07 or equivalent in other pay systems. Specialized experience is experience in exercising supervisory personnel management and directing small air terminal operations in compliance with DOD, USAF, FAA, and ICAO regulations, airfield criteria, and safety procedures while liaising with base organizations, flight crews, and air traffic control. Experience also includes marshaling, guiding, and securing aircraft across active runways to designated parking areas, as well as setting up and operating powered and non-powered aerospace ground equipment (AGE) and materials handling equipment (MHE), including generators, compressors, maintenance stands, forklifts, and 25K Halvorsen loaders. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, USAF, FAA and ICAO air traffic system laws, rules, regulations, and procedures, aircraft characteristics and airfield criteria, and flight planning information systems. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of procedures in meeting and guiding aircraft across active runways to parking areas; directing and securing aircraft in parked position. Skill in setting up and operating a variety of aerospace ground equipment (AGE) such as auxiliary power units, air start units, and auxiliary heating and cooling units, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
