SUPERVISORY AIR TRANSPORTATION OPERATIONS SPECIALIST

The primary purpose of this position is to serve as Deputy Chief, Command and Control/Expeditionary Operations Division in the Directorate of Operations at Headquarters Air Mobility Command sharing with the Division Chief the full scope of responsibility to supervise, manage, and direct the activities of the Division.

Duties

In conjunction with the Division Chief, plans, organizes, and oversees the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Serves as the command focal point for C2/Expeditionary Operations. Develops goals, objectives, outcomes that integrate organization and worldwide Global Air and Space Operations Center (AOC) Weapon System, Tanker Airlift Control Center (TACC), Theater, Fixed, Mobile, and Global C2, Command Center, MAF C2 Strategy, Doctrine, and Systems, the MAF C2 Campaign Plan, Air Base Opening (ABO), Contingency Response (CR) Forces, Building Partnership Capacity (BPC), Mobility Support Advisory Squadron (MSAS), Air Mobility Liaison Officer (AMLO), Air Mobility Division (AMD), Director of Mobility Forces (DIRMOBFOR), Joint Task Force-Port Opening (JTF-PO), the 618th AOC (TACC), Air Mobility Operations Squadron (AMOS), Air Force Forces (AFFOR) Staff organize, train and equipment (OTE) functional strategies for DoD/SAF/HAF/AMC. Applies Air Force military rated aviator, Command Control (C2), Air Base Opening (ABO), Contingency Response (CR), Building Partnership Capacity (BPC), Air Mobility Liaison Officer (AMLO), and Mobile, Theater, Fixed and Global C2, Command Center, Air Mobility Division (AMD), Director of Mobility Forces (DM4), En-Route System, Mobility Support Advisory Squadron (MSAS), Joint Task Force-Port Opening (JTF-PO), Air Mobility Operations Squadron (AMOS), Air Force Global Engagement Rapid Global Mobility Core Function Lead Integrator (CFLI), Global Reach Laydown (GRL) and 618 AOC (TACC) experience and keen insight to identify and define critical challenges to effective long-range air operational strategy, concepts and plans. Represents the C2/Expeditionary Operations Division and/or the Director of Operations in/at a variety of installation and functional area organizations including the USTRANSCOM AT-21 initiative, JTF-PO, Air Operations C2 and Mission Planning Systems Configuration Steering Group (CSB) General Officer Steering Group (GOSG) meetings and/or briefings. Prepares and reviews OSD, Joint Staff, HAF, Service and MAJCOM staff packages for issues related to Operational C2, Expeditionary C2, Expeditionary Operations, JTF-PO, BPC, AMLO and Affiliation Training to ensure program(s) compliance, integration and synchronization.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in the application of Air Force rated aviator expertise as it applies to USTRANSCOM, HAF and MAJCOM Global Command and Control, Contingency Response, AOC, CRW, CRG, AMD, DIRMOBFOR, JTF-PO, AMLO, MSAS, AMOS, CFLI, ERS, Global Reach laydown, and Global, Theater, Fixed, Mobile C2 and AFFOR organize, train, and equipment functions. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Command and Control (C2)/Expeditionary Operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the application of Air Force rated aviator expertise as it applies to USTRANSCOM, HAF and MAJCOM Global Command and Control, Contingency Response, AOC, CRW, CRG, AMD, DIRMOBFOR, JTF-PO, AMLO, MSAS, AMOS, CFLI, ERS, Global Reach laydown, and Global, Theater, Fixed, Mobile C2 and AFFOR organize, train, and equipment functions. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Command and Control (C2)/Expeditionary Operations. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations including mission and flight operations, tactical and strategic airlift, aerial refueling, deployment, mobilization, exercise, contingency, training, or similar operations associated with the air transportation feasibility process. Knowledge of Air Force and DOD global, theater, fixed and mobile C2 operations policies, procedures, and programs as they relate to command contingency response goals and objectives; ability to evaluate the effectiveness of planning actions related to projected and actual events. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, COCOM, and Air Force organizations to provide command level staff guidance and policy for Command and Control (C2)/Expeditionary Operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD Sister Service, and Air Force organizations to provide command level staff guidance to the various command entities involved in air planning and execution of military operations. Ability to plan, organize, and direct functions and supervise, mentor, motivate, and apprise the staff of the organization to meet program requirements and objectives with available resources through subordinatesupervisors; ability to communicate effectively (oral/in writing) clearly, concisely, and with technicalauthority. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintainsgood working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
