Supervisory Biomedical Engineer

Summary

The incumbent serves as the Chief, Biomedical Engineering Section and has direct oversight of Biomedical staff as it relates to Medical Technology Management Support, Networking & Health Information Systems Support and Electronics Support; and patient safety matters pertaining to the aforementioned. A relocation and student loan repayment incentive will be offered based on the VA approved Policy.

Duties

Duties include but not limited too: Performs as a working supervisor in full charge of the Healthcare Technology Management Program, as such has responsibility to maintain and implement the Medical Equipment Management Program that meets or exceeds current JOINT COMMISSION and NFPA requirements. The implementation of the Medical Equipment management program will include but not be limited to assuring staff education on the effective use of medical equipment, management of the recall and alert program for medical devices, investigation of medical device hazards and incidents, and the acquisition and implementation of new medical technologies. Responsible for various VISN wide and National communications, project coordination and committee memberships as it pertains to specific Healthcare Technology Management projects. Responsible for planning, organizing, reviewing, installing/implementing Medical Equipment capital assets. Responsible for creation and modification of all policies and procedures for medical equipment that meet or exceed Joint Commission, NFPA, FDA, SMDA or VA standards, including annual reviews, performance improvement, and implementation. Responsible for new equipment purchasing including planning, budgeting, prioritizing, evaluating, and implementing/installing new equipment. Applies advanced theories, principles, concepts, and practices of Biomedical Engineering to keep abreast of changes in technology and utilize that information to meet operational needs. Manages the recall and safety alert program for medical devices. Instigates incidents to assure compliance with patient safety goals, SMDA and Joint Commission requirements. Investigates situations or phenomena which have or may affect or compromise efficacy of medical services. Acts as medical center liaison to outside agencies (manufacturers, FDA, etc.) concerning design, modification, application, operation, maintenance, reliability, performance, and incidents. Directs quality assurance program for clinical equipment which includes incoming inspection and acceptance testing, performance and safety testing, calibration, and maintenance and repair programs Develops and implements curriculum for staff that addresses the safe and effective use of medical equipment and technology on a continuing basis. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.] May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs: Ability to apply advanced knowledge of relevant codes, regulations, guidelines, and standards associated with biomedical engineering to support the needs of multiple facilities Ability to effectively convey highly technical information to] a wide variety of individuals, including technical and professional clinical staff, and senior level managers at the facility, VISN and/or national level. Ability to manage a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and [TJC requirements for multiple facilities. Ability to apply advanced knowledge of principles, theories, concepts, and practices of biomedical engineering. This would include the ability to keep abreast of changes in technology and utilize the information gained in the solution of biomedical engineering problems to meet operational needs of multiple facilities. Ability to directly support the most complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple facilities. Ability to work collaboratively with other disciplines, senior management, VHA Central Office, and VISN staff. Ability to develop and implement healthcare technology management policies that are consistent with organizational objectives. Scope of organization spans from multiple facilities to national. Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment.
