Summary
This position is located in the Department of Homeland Security, Science and Technology Directorate. The primary purpose of this position is to serve as the Budget Director and be responsible for programming and formulating the budget submissions, advising, coordinating, and carrying out the policies and procedures to assure compliance to the Department's policies and guidance. Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Budget Analyst, GS-0560-15, your typical work assignments may include: Directs and oversees the formulation, development, justification, presentation, and defense of the Directorate's budget submissions across Operations and Support, Procurement, Construction, and Improvements, and Research, Development, Test, and Evaluation appropriations. Leads the development of budget estimates, narratives, exhibits, projections, and resource allocation strategies that support Directorate mission priorities, long-range planning, and Departmental guidance. Advises senior leadership on the budgetary implications of program plans, legislative actions, policy changes, and resource decisions. Coordinates with program offices, Department officials, OMB, Congressional staff, and other stakeholders to resolve complex budget formulation issues and support senior-level budget decision-making. Provides executive-level direction and oversight for budget execution, funds control, account allocation, apportionment, reapportionment, reprogramming, transfers, and funding availability across Directorate programs and appropriations. Ensures budgetary resources are managed in compliance with applicable laws, regulations, policies, and controls, including prevention of Anti-Deficiency Act violations. Directs the review, analysis, and evaluation of budget execution data, funding trends, obligations, expenditures, cost estimates, and program performance to support timely decisions. Leads special analyses, studies, briefings, and responses to inquiries, findings, and recommendations from oversight entities such as OMB, GAO, OIG, Departmental leadership, and Congressional stakeholders. Directs an integrated system of budgetary, analytical, and performance management services to evaluate the effectiveness of budget operations, policies, practices, systems, and procedures supporting Directorate programs. Develops, recommends, and implements budgetary policies, guidelines, instructions, and process improvements to strengthen resource management, reporting, accountability, and decision support. Participates in the design, operation, and management of automated budgetary systems and serves as a lead authority on budgetary reporting and costing methodologies. Provides performance management subject matter expertise by developing, monitoring, reporting, tracking, and using performance measures, milestones, and targets aligned to Departmental and Directorate strategic plans. Oversees evaluations and studies that support continuous improvement, program effectiveness, and senior-level resource decisions. Plans, organizes, directs, and oversees the work of subordinate supervisors, budget analysts, performance analysts, and other assigned staff engaged in professional, technical, administrative, budgetary, and performance management functions. Establishes goals, priorities, schedules, performance standards, and work plans aligned to mission requirements and customer needs. Assigns and reviews work, evaluates performance, identifies training and developmental needs, supports employee growth, and ensures effective use of resources. Exercises supervisory personnel management responsibilities, including interviewing and selecting candidates, recommending personnel actions, approving leave and travel, resolving complaints and grievances, addressing performance or conduct issues, and recommending awards. Represents the Directorate in interactions with senior Department officials, OMB, GAO, OIG, Congressional staff, other Federal agencies, program officials, and public stakeholders on complex, sensitive, and high-visibility budget and resource issues. Qualifications
Specialized Experience: To qualify at the GS-15 level, you must possess at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-14) or public or private sector equivalent. For this position, specialized experience is defined as: Formulating, coordinating, and executing policies ensuring the fiscal soundness of the DHS Science and Technology (S&T) Directorate's programs and operational support functions. Leading long-range strategic planning for future program budgets and operating expenses while overseeing comprehensive budget formulation and execution across diverse operations, support, and investment portfolios. Integrating complex accounting and budgetary data, delivers actionable insights to S&T leadership to drive informed program planning and decision-making. Providing critical counsel to the Chief Financial Officer (CFO) and senior agency leadership on the operational, mission, and resource impacts of proposed legislation, regulations, and policy initiatives.
