Duties

WHERE WILL POSITIONS BE FILLED UNDER THIS ANNOUNCEMENT? Positions filled under this announcement are in the U.S. Customs and Border Protection, Office of Field Operations. Positions are available throughout the United States. You will be asked to identify your duty location preferences in the on-line application process. In addition, there may be occasions where applicants are referred for selection based upon working within a particular commuting area. The local commuting area is defined as the area surrounding the duty station by which people reasonably travel back and forth from home to work. Geographic Location: You may select up to 5 locations where you would be willing to work. This is a Reassignment Opportunity Bulletin: You must be currently serving or have previously served as a fulltime permanent GS-13 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 1895 series within the last five years to qualify under this Bulletin. If you hold or have previously held the GS-1895-14 level or higher and are willing to take a change to lower grade, you will also be considered for this position. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $109,383.00 (GS-13, Step 1) to$142,199.00 (GS-13, Step 10). In this second-line supervisory position you will become a key member of a team of Homeland Security professionals detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include: Responding to and resolving technical and operational questions regarding functions or programs supervised Providing guidance and training, communicating intelligence and enforcement information, and disseminating new procedures and policy changes Planning and accomplishing assignments, projects, studies or investigations intended to explore and resolve major operations and law enforcement problems, or to develop, improve, or install new procedures Supervising primary and secondary inspections and the collection and dissemination of relevant information and intelligence concerning the trends/patterns of particular persons, merchandise, and conveyances traveling through U.S. ports of entry Setting and adjusting priorities and utilizing management techniques to accomplish work through others If going from a LEO Covered Position to a Secondary CBPO Special Retirement Covered (SRC) Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for Law Enforcement Officers, but will only be covered under the Federal Employees Retirement System (FERS). Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting primary inspections of cargo, conveyances, and travelers to determine admissibility, alienage, citizenship and the need for referral to secondary inspection for further intensified inspection at Ports of Entry (POE) utilizing behavioral and cultural analysis. Conducting secondary inspections of referrals from primary inspections through interviews, additional database queries, communication with other law enforcement agencies, and use of technology at the POE. Identifying, targeting, controlling and examining passengers and cargo leaving the United States to ensure the mission objectives of interdicting terrorists and instruments of terror, and compliance with export requirements. Communicating and interacting with internal components, other law enforcement agencies, foreign entities, and carriers. Serving as a coach and mentor of lower level CBP Officers and providing (evaluation or feedback) to supervisor and/or CBP Officer making recommendations of performance improvement and training needs NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Secondary CBPO Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for Customs and Border Protection Officers (5 CFR 842.1003; 5 USC 8425(b), 5 USC 8335(b); and 5 USC 8412(d). Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a primary position to a secondary position without a break in service; complete 3 years of service in a primary position; and, if applicable, have been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.
