Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, International Operations and Advisory Directorate (IOAD), International Field Office, Preclearance, located in Nassau, Bahamas.
Duties
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $110,422.00 (GS-14, Step 1) to $143,553.00 (GS-14, Step 10). Salary above excludes COLA. Please see here for specific COLA Rates. Typical work assignments include: Directing the work activities in the areas of prearrival risk assessments, primary inspections, secondary inspections (including dispositions for enforcement and compliance), investigations, and intelligence collection and analysis in both the inbound and outbound operational environments. Interpreting the laws and regulations of a broad range of Federal, state, and local agencies, relating to the admissibility of people, cargo, conveyances; international mail compliance; and the arrival and departure of vessels and aircraft. Developing and maintaining relationships with cooperating government agencies, port authorities, foreign entities, and other stakeholders to coordinate efforts, share information, and providing guidance on laws and regulations enforced by CBP while safeguarding the integrity of the Memorandum of Understanding and host country bi-lateral agreement. Resolving conflicts between subordinate CBP employees, travelers or importing public that cannot be resolved by subordinate supervisors or that require deviation from operational policy. Directing the planning and execution of assignments, projects, studies, or investigations intended to explore and resolve major operational and law enforcement problems, or to develop, improve or install new procedures. If going from a LEO Covered Position to a Secondary CBPO Special Retirement Covered (SRC) Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for Law Enforcement Officers, but will only be covered under the Federal Employees Retirement System (FERS). For further information on the Secondary CBPO Enhanced Retirement Coverage, please see the Qualifications section If going from a Primary CBPO Special Retirement Covered (SRC) Position to a Secondary CBPO SRC Position and you have less than 3 years in a Primary CBPO SRC Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for CBP Officers, but will only be covered under the Federal Employees Retirement System (FERS) or covered under your applicable non-special retirement system depending upon previous service. For further information on the Secondary CBPO SRC, please see the Qualifications section. Tour of Duty: The employee will serve a two (2) year initial tour, with an opportunity for the Employee to apply for two (2), two (2) year extensions. As an exception to this general rule, tour duration is subject to the host country and the Department of State. At the end of the reassignment, you will be returned to a position at the same level as this Preclearance position. At the discretion of management, the assignment may be extended for additional periods, up to a maximum of six years. You may be returned at any time to your former position or to a different position of equivalent grade as this Preclearance position. Employees who have not served 2 years at a domestic duty station, subsequent to their initial overseas tour of duty, should not be considered for a second tour of duty in any foreign assignment. NOTICE: THE TWO YEAR RETURN SERVICE PERIOD REQUIREMENT IS WAIVED FOR THIS ANNOUNCEMENT ONLY. Applicants who have NOT completed the required 2 year return service period after an overseas tour will be considered. Note: Candidates that apply to this location will be considered as Supervisory CBP Officer 2nd Line positions become available over the next two (2) years. Upon selection of an applicant, and if no entrance on duty date (EOD) has been set within 2 years, the tentative offer would expire (the 2-year period will begin after the completion of all requirements for the overseas assignment) and candidates would need to apply again for consideration. Tentative offer of employment is based on a projection of hiring needs, the existence of a vacant and funded position, the absence of any hiring restrictions, and any other controlling factors.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading and directing port-of-entry operations involving the inspection, admissibility, enforcement, and facilitation processes for international travelers, cargo, conveyances, and international mail. Applying and interpreting immigration, customs, trade, agriculture, and related laws, regulations, policies, and procedures to resolve complex or sensitive operational and enforcement issues. Managing or overseeing risk-based inspection, intelligence, enforcement, and anti-smuggling activities to identify and address threats involving inadmissible persons, contraband, narcotics, or potential terrorist activity. Supervising through subordinate supervisors or team leads, including assigning work, evaluating performance, addressing employee conduct or labor-management issues, and identifying employee training and development needs. Coordinating with Federal, state, local, foreign-government, transportation-industry, and port stakeholders to resolve operational issues, maintain security, and support the lawful movement of people and goods. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Secondary CBPO Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for Customs and Border Protection Officers (5 CFR 842.1003; 5 USC 8425(b), 5 USC 8335(b); and 5 USC 8412(d). Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a primary position to a secondary position without a break in service; complete 3 years of service in a primary position; and, if applicable, have been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.
