Supervisory Compliance Specialist

Summary

This position is located in the Bureau of Political-Military Affairs (PM), Directorate of Defense Trade Controls (DDTC), Office of Defense Trade Controls Compliance (DTCC). PM provides policy direction in the areas of international security, security assistance, military operations, defense strategy and policy, military use of space and defense trade. DTCC has broad enforcement oversight to ensure compliance with U.S. arms export laws and regulations.

Duties

• •Advises DDTC management and law enforcement agencies on foreign policy issues and national security implications of administrative compliance investigations and criminal enforcement activities, and other issues regarding parties in defense trade.
• •Monitors brokering activities to ensure compliance with established laws and regulations as well as identify trends and potential issues that may need analysis or further discussion within the Department.
• •Establishes and maintains management/internal control systems to ensure physical and human resources are safeguarded against waste, obligations and costs incurred comply with applicable laws and regulations; and expenditures are promptly recorded.
• •Serves as a Department spokesperson at meetings of Congressional committees, interagency task forces, supports U.S. delegations in negotiating with foreign governments and multilateral organizations, and chairs working groups for policy development.
• •Oversees policies and practices within DDTC, to help identify and prevent violations of U.S. export laws and regulations and support remedial action, such as civil enforcement and/or prosecution of individual or corporate violators of the AECA/ITAR.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing or investigating alleged violations of U.S. export control laws or regulations. Experience coordinating or leading compliance, licensing, or enforcement work involving regulatory matters. Experience liaising with senior officials, law enforcement, or industry stakeholders on regulatory compliance or enforcement issues. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
