SUPERVISORY CRIMINAL INVESTIGATOR

Summary

This position is located in the Office of Investigations (INV). INV has broad jurisdiction over criminal, civil, and administrative investigations of alleged violations of Federal laws, regulations, and policies relating to Department of State (Department) and U.S. Agency for Global Media (USAGM) programs and operations, such as: procurement fraud, grant fraud, false claims, public corruption, conflicts of interest, trafficking in persons, and employee misconduct or serious wrong doing.

Duties

The duties of the Supervisory Criminal Investigator GS-1811-14 you will: Manages a team of Special Agents and Investigative Analyst(s). Provides supervisory technical and administrative directions to subordinate employees performing the work and functions of the organization. Manages a team's investigative responsibilities and functional programs and staff. Reviews and presents investigative efforts to the Department of Justice, DOS management, or other authorities for appropriate action concerning the criminal, civil and/or administrative findings. Leads working groups and participates in conducting programs, special assignments, studies, and projects in support of OIG's mission.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements, such as your step increase SF-50. (examples of appropriate SF-50s include: Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position. All applicants MUST meet all of the basic qualification requirements described below for this position: Applicants must have one (1) year of specialized experience equivalent to the GS-14 level in the Federal service (experience may have been gained in the private sector) that provides the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Qualifying specialized experience must demonstrate the following: Conducting investigations (i.e., criminal, civil and administrative) involving government programs, systems and operations, public and private individuals, and corporations or entities; Reviewing and evaluating operational and investigative information to assess quality, accuracy and sound conclusions of work products; Overseeing the development, implementation and adherence to policies and procedures involving programs and investigations; Participating and providing program guidance on investigative initiatives, for both internal and external agency collaboration efforts (e.g.,Task Force, working groups, etc.). AGE REQUIREMENT: All applicants, except preference-eligible veterans, MUST be no more than 37years of age upon entry into this position. If you are 37 or older, or will reach your 37th birthday, but have previously served in a federal civilian law enforcement position which may exempt you from this age restriction, you must submit a copy of the SF-50, Notification of Personnel Action, that you received in that position. If you are a preference-eligible veteran, you must submit a copy of your DD-214 verifying your veterans preference eligibility. MEDICAL REQUIREMENTS: This position requires the incumbent to have successfully completed a law enforcement medical examination. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. TRAINING: Complete/previously completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC). As an alternative, this training requirement may be satisfied by certification of completion of a comparable course of instruction, such as the Federal Bureau of Investigation (FBI) Academy New Agent Training, Drug Enforcement Administration (DEA) Basic Agent Training, or U.S. Army (Criminal Investigation Division) CID Special Agent Course. FIREARM QUALIFICATION: Requires the incumbent to meet the criteria for use of a firearm as established in the Homeland Security Act of 2002 (P.L. 107-296, Section 812) and meet training requirements in accordance with the State OIG Special Agent's Manual. LAUTENBERG AMENDMENTS: This position authorizes the incumbent to carry a firearm. any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C. Sec.922(g)(91}. LAW ENFORCEMENT AVAILABILITY PAY (LEAP): This position is authorized to receive Law Enforcement Availability Pay (LEAP) at the rate of 25% of the incumbent's salary (including locality pay) paid in addition to the salary. The receipt of LEAP is not optional and requires the incumbent to work an average of two or more LEAP hours per scheduled workday, which may include evenings, nights and weekends. The hours worked will vary depending on the nature of the assignment. Incumbents will receive LEAP during Basic Special Agent (BSAC) training. MOTOR VEHICLE OPERATION: Incumbent must possess and maintain a valid motor vehicle operator's license. ASSSIGNMENT ROTATION: This position is subject to a 2-3 year rotational assignment within the Office of Investigations (INV) at the same series and grade, or equivalent. As the mission requires, the incumbent may be assigned to function as the Special Agent in Charge (SAC) of any of the four Divisions within INV.
