Supervisory Engineering Technician (Aerospace)

Summary

This position serves as frontline supervisor with authority for administration and technical direction of assigned staff.

Duties

Plans, designs, initiates, and conducts a variety of independent and interdependent studies and/or advises, coordinates, and assists groups' efforts to identify problems relating to policies/programs which are agency-wide in scope and have significant impact on the maintenance of aircraft and are critical to the FAA's regulatory mission. Responsible for communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of subordinate employees; coaching and developing employees' capabilities; approving leave; taking or approving corrective disciplinary actions as appropriate; recognizing talent and using teamwork effectively to achieve business results. This position has full authority to make airworthiness determinations, therefore must possess current and valid Federal Aviation Administration (FAA) Airframe and Powerplant (A&P) certificate, in accordance with 14 CFR Parts (65.83, 121, 135, 145). Has delegated authority to coordinate with management and the Flight Standards District Office (FSDO) for approval of changes to the Repair Station Manual, General Maintenance Manual (GMM), and related manuals for the continuous airworthiness maintenance programs. Responsible for the development, acceptance, and implementation of all aircraft maintenance/inspection programs including technical manuals, publications, printing and distribution, and/or acceptance data for the FAA fleet of aircraft. Responsible for the development and currency of customer and agency aircraft inspection and maintain programs. Formulates plans and policies on long-range basis and for changes to major program segments as a result of technology or regulatory changes. Makes assessments on required manual changes for safety issues, program impact, changes to technical publications and aircraft maintenance and inspection programs in a timely manner. Recommends program aspects or elements to initiated, dropped, curtailed or modified. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages the organization's budget and reallocates resources among programs or requests additional resources to meet overall requirements. Performs critical aspects of the budget planning processes, including projecting both short/long-term needs. Applies an advanced knowledge of 14 CFR standards (65.83, 121, 135, 145) for industry operation of similar size, scope, and complexity. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of Flight Program Operations, ATO/FAA. Contacts are primarily internal and on occasion, external with subordinates, peers, and higher-level managers to discuss the status and results of programs and forecast expectations and outcomes. Work is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical and strategic, short-term objectives of Flight Program Operations. Work activities typically impact directly on project/program objectives for the Maintenance Support Group and Flight Program Operations. The essential functions of this position require in-person performance, as applicable. The employee must always observe the highest health, safety standards and comply with environmental factors within the work area.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience leading, researching and adhering to the requirements of 14 CFR Part 121, 135 or 145; experience with an organization's budget and reallocates resources among programs or requests additional resources to meet overall requirements; experience with the development, acceptance and implementation of aircraft maintenance/inspection programs including technical manuals, publications, printing and distribution, and/or acceptance data. AND In addition to the minimum qualifications, the following has been determined to be a selective placement factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration. Selective Placement Factor (SPF): Applicants must possess a valid FAA Airframe and Powerplant (A&P) certificate AND document experience in one of the following: Managing Continuing Analysis and Surveillance System (CASS) and reliability programs for the following operations: 14 CFR Part 121 with 50 or more passenger aircraft OR Part 135 with 25 or more passenger aircraft.
