Summary

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Financial Management Department of NAVAL FAC ENGR CMD EUROPE SW ASIA, Capodichino, Italy.

Duties

  • You will supervise and lead a team of financial-management professionals responsible for complex budget, accounting, financial analysis, reporting, internal-control, and audit-readiness functions.
  • You will develop and review budget estimates, justifications, execution plans, funding forecasts, and financial policy recommendations to support mission requirements and senior-leader decision-making.
  • You will analyze funding execution and resource utilization to identify obligations, variances, emerging risks, and resource shortfalls.
  • You will serve as a senior financial-management advisor to leadership on the fiscal implications of program decisions, changing priorities, legislative or regulatory developments, and uncertain funding conditions.
  • You will lead complex financial and program analyses involving costs, benefits, risks, alternative courses of action, and funding strategies.
  • You will direct financial reporting, accounting oversight, and reconciliation activities to ensure the accuracy, reliability, and integrity of financial data.
  • You will lead internal-control and audit-readiness efforts by applying fiscal law, accounting principles, and internal-control requirements.
  • You will develop, interpret, and implement financial-management policies, procedures, and guidance.
  • You will use enterprise financial systems and analytical tools to extract, integrate, validate, and analyze financial and programmatic data.
  • You will coordinate with stakeholders to resolve complex financial issues, clarify requirements, negotiate solutions, and achieve alignment on financial policies, resource decisions, and compliance actions.
  • You will represent the organization on high-visibility financial matters requiring authoritative technical judgment, effective communication, and the ability to explain complex financial information to audiences.
  • You will identify and implement process improvements and innovative financial solutions that strengthen governance, improve operational efficiency, mitigate financial risk, and enhance the organization’s ability to accomplish its mission.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, developing, and managing an integrated financial management system; 2) Developing, reviewing, executing, and modifying financial and budgetary policies; 3) Analyzing and evaluating changes to financial policies and procedures for adherence to financial program objectives; 4) Providing technical guidance and advice concerning the operational budgets and financial programs of an organization; 5) Overseeing a financial team to ensure performance goals and assessments, priorities and employee development; and 6) Utilizing Standard Accounting, Budgeting, and Reporting System (SABRS) and Command Financial Management System (CFMS) for funds administration and financial reporting.
