Summary

The Supervisory Financial Management Specialist position is located within the Consolidated Patient Account Center (CPAC) serving as the Accounts Management Manager for the Accounts Management Department. The CPAC is a regionally consolidated business entity designed to enhance revenue within the Veterans Health Administration (VHA).

Duties

Major duties and responsibilities include, but are not limited to: Monitors and evaluates administrative activities, implementing substantive recommendations for program improvements, ensuring effective use of office staff and resources within given timelines, and recommending needed changes to enhance services. Exercises responsibility for all accounts receivable activities for all the facilities assigned to the CPAC. Ensures that collection activities are conducted in accordance with established laws, rules, regulations, and policies Provides management oversight, guidance and direction for monitoring activities designed to ensure the integrity and accuracy of healthcare collection activities. Identifies negative trends and develops strategies for improvement. Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations. Takes appropriate action to correct deficiencies when noted by reassigning work assignments, training, requesting additional staffing and/or overtime, and related actions. Ensures maximum benefit payments are received from insurance companies and/or Third-Party administrators. Maintains accuracy and updating of current workflow tools to accommodate resource allocation. Other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Supervisory Probationary Period: Selectee may be required to serve a one-year supervisory probationary period. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: May be available at supervisor discretion. Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. GS-12 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts studies, training programs and organization strategies to identify opportunities to improve customer service and quality. Prepares a wide variety of written products such as complex reports, memoranda, program recommendations and reprogramming justifications. Provides direction to the development and delivery of ad hoc reporting systems. Responsible for end-to-end ownership and success of reporting and patient account financial analysis activities. Works closely with clients to ensure the delivery of effective reporting solutions that bring value to end users.
