Supervisory Financial Specialist

Summary

This position is located in the Guaranteed Loan Division. The incumbent oversees two Sections whose staff perform loan servicing, loss mitigation, lender reporting and management reporting activities related to the development, maintenance, and operation of a guaranteed loan servicing program for a nationwide guaranteed loan portfolio. This vacancy announcement is open to current Rural Development Employees only.

Duties

• •Supervises a staff of approximately 24 professional and administrative employees in grades GS-7 through GS-13. Approves Branch work plans and schedules.
• •Assigns and reviews work. Approves leave. Evaluates work performance of supervisors and serves as reviewing official on evaluations of nonsupervisory employees.
• •Performs research on specific accounts originated from national, state and field offices, Office of General Counsel, Congressional Offices, Department of Justice, vendors, as well as customers.
• •Maintains a methodology and system to track daily workload volumes and productivity on an assigned portion of one of RD’s nationwide loan portfolios.
• •Directs the development and maintenance of, and/or develops and maintains process flows for, procedural manuals and desktop procedures. Directs and/or performs data gathering and cost-benefit analysis for functional and system projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-14: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as expert knowledge and application of financial management concepts, principles practices and appropriations law and demonstrated ability to provide guidance to management official on budget and financial plans; ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions; Experience executing, reviewing, and evaluating accounting policies and programs, including audit follow up and account reconciliation. There is no substitution of education for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
