Duties

• •Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance/revenue processes.
• •Independently influences others to accept and comply with published policy and procedures. Monitors/reviews progress when implementing new procedures or policies to ensure compliance with established financial requirements.
• •Conducts independent studies of complex and diversified information, and financial systems or system components.
• •Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of the most complex and controversial finance problems.
• •Establishes and monitors internal control systems to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Managing, planning, implementing, monitoring, and evaluating complex financial management programs; providing functional and technical leadership over financial operations; formulating and publishing financial policies and procedural guidelines to strengthen accuracy, internal controls. Serving as a primary technical authority on complex financial / revenue matters. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

Education is not substitutable for specialized experience at this grade level. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
