As a Supervisory Government Information Specialist, you will lead a unit within the USCIS FOIA/PA program. You will oversee the release of agency information, the proactive disclosure of agency program information, and the processing of high-level, significant-interest FOIA requests.
Duties
- Develop and execute the strategic vision for the unit; establishes short- and long-term action plans to ensure successful accomplishment of organizational goals, operational priorities, and mission requirements.
- Oversee daily operations of the unit by reviewing FOIA cases, supervising first-line supervisors, ensuring the quality and timeliness of work products, and safeguarding personally identifiable information (PII).
- Act as the technical authority on the most difficult and complex legal issues involving the disclosure of immigration information.
- Serve as the primary liaison with senior-level executives within USCIS and senior officials in the Department of Homeland Security (DHS) Privacy Office regarding the handling of FOIA requests and the release of agency information to Congress.
- Make operational and strategic decisions that impact organizational operations using available information; assesses associated risks and impacts; and develops plans to mitigate potentially negative outcomes.
- Analyze processes and work flows to allow for continuous process improvement and troubleshooting the system responsible for disseminating and managing Government information related to FOIA/PA requests by the public.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/07/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/07/2026. Application Limit: This vacancy is limited to the first 25 applications received. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Demonstrating expert level knowledge of the Freedom of Information Act and Privacy Act Making effective operational and strategic decisions based on available information; assessing risk, evaluating impacts, and developing mitigation strategies to address potentially negative outcomes. Performing senior-level managerial and supervisory functions, such as strategic planning, setting priorities, determining resource requirements, assigning and organizing work, establishing deadlines, monitoring progress, evaluating performance, and assessing program outcomes. Ability to make effective decisions based on available information and mitigate potentially negative outcomes through risk management. Applying advanced oral and written communication skills to prepare and deliver briefings, reports, recommendations, and advice to senior officials and key stakeholders on agency-level issues, initiatives, and program priorities. Education
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level. Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
