This position is located in Mission Support, Human Resources Service Center (HRSC), the Office of the Chief Human Capital Officer (OCHCO), Human Resources and Administration (HR&A), Department of Veterans Affairs (VA).
Duties
This is a Detail Not to Exceed One Year, however, the detail may be made permanent without additional competition. The primary purpose of this position is to serve as a supervisor over a Compensation Team. The incumbent will provide supervisory oversight to the compensation Human Resource functional area for all VA Central Offices (VACO). Acts with full technical authority for related projects, studies, and HRSC policy development. The Compensation program activities include analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration and advising management on the use of compensation flexibilities to help recruit, manage, and retain employees. Major Duties include: Directs the Compensation program by providing a full array of oversight, advisory and program support in this area. Provides policy development, advisory services, and operational expertise in the discipline of Title 5 Compensation to ensure consistency in the compensation program within the agency. Technical and administrative supervisory duties constitute a major duty occupying at least twenty-five percentage of the position's time. Carries out complex studies and projects for the compensation of positions including especially difficult management advisory services within and outside VA HRSC. Provides technical guidance and advisory services to human resources specialists and line managers at VACO and HRSC services regarding proper action to be taken in all matters of compensation. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: May be available at Manager's discretion. Telework: May be authorized in accordance with agency policy. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1 - Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.Qualifying specialized experience includes: Interpreting compensation laws, regulations, and policies; identifying pay administration requirements; and advising senior management officials on complex compensation matters, including pay administration policy, salaries and wages, special rates, pay benefits, non-foreign area cost-of-living allowances, compensation decisions, and computation of interest on back pay systems, to include but not limited to locality pay, special rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of- living allowances. Directing, coordinating, and monitoring compensation program activities and staff, to include overseeing the establishment, verification, and continuance of special salary rates, wage evaluations, and pay administration procedures. Providing expert advice and guidance to managers and stakeholders on compensation policy, preparing written guidance and management products, and exercising supervisory responsibilities, including assigning work, evaluating performance, and promoting a fair work environment. ~OR~ Criteria 2 - Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Interpreting compensation laws, regulations, and policies; identifying pay administration requirements; and advising senior management officials on complex compensation matters, including pay administration policy, salaries and wages, special rates, pay benefits, non-foreign area cost-of-living allowances, compensation decisions, and computation of interest on back pay systems, to include but not limited to locality pay, special rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of- living allowances.
