Summary

You will serve as a Supervisory Interdisciplinary with Bureau of Reclamation. Serves as the Regional Environmental Officer managing a comprehensive and complex environmental analysis and compliance program in support of Regional activities.

Duties

Some of the major duties you will perform include but are not limited to the following: Manages regional environmental compliance programs; directs and oversees the Division's environmental analysis and compliance programs, ensuring consistent interpretation and implementation of environmental laws, regulations, and executive orders across the Region Develops regional policy and guidelines, and advises management on environmental issues Leads preparation and review of environmental documents; provides expert oversight and support for environmental reviews and documentation (e.g., Environmental Assessments, Impact Statements, Biological Assessments), ensuring adequacy and compliance with NEPA, CEQA, ESA, and other relevant statutes Coordinates and reviews scientific and cultural resources documents, and monitors implementation of environmental commitments and mitigation measures Represents the region in environmental matters; serves as the Region's environmental authority, representing the Regional Director and Division at interagency committees, task forces, and meetings with federal, state, and external stakeholders Coordinates regional activities, negotiates and commits the Region to courses of action, and communicates with authority on complex environmental issues Supervises and develops division staff; exercises full supervisory and managerial authority over subordinate supervisors and staff, including planning, assigning, and evaluating work; making selections, promotions, and disciplinary decisions; establishing performance standards; and ensuring equitable treatment and development of employees Provides direction for EEO commitments and fosters a collaborative, high-performing team environment Coordinates and implements Regional environmental initiatives; leads the development and implementation of major environmental programs and initiatives (e.g., Wetlands, Biodiversity, Rivers Inventory, Fish and Wildlife, Cultural Resources) Assesses requirements of new legislation, develops comprehensive plans for compliance, and collaborates with internal and external partners to advance regional environmental objectives

Qualifications

All qualifications must be met by the closing date of this announcement - 10/05/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Basic Educational Requirement AND/OR Specialized Experience for the series to which you are applying. Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following: Social Science Series 0101 A. Degree: behavioral or social science; or related disciplines appropriate to the position. -OR- B. Combination of education and experience: that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. General Natural Resources Management and Biological Sciences Series 0401 A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. General Physical Science Series, 1301 A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. To qualify for this position at the GS-14 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as: 1) Experience preparing and reviewing environmental compliance documents; independently prepared, coordinated, or reviewed environmental documents-such as Environmental Assessments, Environmental Impact Statements, Biological Assessments, or cultural resource compliance documents-to ensure accuracy, adequacy, and compliance with federal and state environmental laws (e.g., NEPA, ESA, NHPA, CEQA) 2) Experience conducting environmental analyses and implementing mitigation or environmental commitments; performed environmental impact analyses, monitored mitigation measures, or implemented environmental commitments for assigned projects, including documenting findings and ensuring corrective actions are completed 3) Experience coordinating environmental activities with internal and external partners; led or coordinated environmental tasks or project components involving collaboration with groups such as federal/state agencies, project offices, tribes, water users, or environmental organizations in order to obtain information, resolve issues, or align project actions 4) Experience developing or contributing to environmental program procedures, guidance, or policy; drafted, updated, or contributed to project-level or organizational environmental procedures, workflow guidance, checklists, operating practices, or similar process documents to ensure consistency in environmental compliance or document preparation 5) Experience planning, organizing, or leading project-level work activities; planned, scheduled, and tracked environmental tasks or project components; assigned work to team members or contractors; or independently managed deadlines, workloads, and priorities to support timely completion of environmental review or compliance actions. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
