Supervisory Management and Program Analyst

Summary

This position is located with Bonneville Power Administration in the Process, Data and Information Systems organization (TIBP), Internal Operations (TIB), Infrastructure Asset Management (TI), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Supervisory Management and Program Analyst position will serve as the Supervisor for the Process, Data and Information Systems (TIBP) organization and a member of the Internal Operations management team.

Duties

As a Supervisory Management and Program Analyst, you will: Determine goals for the TIBP organization, independently of or jointly with higher management. Assures implementation by subordinates and others of the goals and objectives for the program segments and functions for which the group is responsible. Exercise delegated managerial authority to set a series of annual and longer-range work plans and schedules for in-service and contracted work, independently of or jointly with higher management. Contribute significantly to the determination of resource needs and allocation of resources and is accountable for their effective use. Determine the best approach or solution for resolving budget shortages. Make major recommendations and decisions related to the resources to devote to programs or program elements. Plan for long-range staffing needs, including such matters as whether to contract work. Makes major recommendations and decisions related to changes in the structure of the organization managed, operating cost, and key positions, including the changes to be affected. Makes major recommendations and decisions related to the optimum mix of reduced operating costs and assurance of program effectiveness, including the introduction of labor-saving devices, automated processes, methods improvements, etc. Coordinate program efforts with other internal activities or with the activities of other Power Marketing Administrations and industry groups.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: Specialized experience for this position is defined as experience 1) planning and leading the development, integration, and governance of programs, systems, and processes to perform the critical mission and support activities required to achieve strategic goals; AND 2) providing programmatic and technical guidance and analyses in the coordination of programs and activities, including planning and scheduling, operational performance, regulatory compliance, or administrative support functions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
