Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Resource Management Division (RMD), located in one do the following locations: Tucson, Arizona Washington, District of Columbia Buffalo, New York El Paso, Texas Irving, Texas Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Duties

In this position you will oversee a unit that plans and conducts a wide variety of administrative, Workforce Management, and program planning activities related to the missions and functions of the Office of Intelligence's (OI) Workforce Management Branch. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10) Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Major Duties for this position include, but are not limited to: Directing, implementing, coordinating, and overseeing a branch within OI while overseeing various functions and administrative programs. Providing expert advice/assistance to executive managers, supervisors, and other OI personnel on administrative matters. Planning, developing, and coordinating projects through briefings and presentations and ensures that accurate, relevant, and timely information is available to executive management. Engaging in frequent consultation with hiring manager/selecting official and liaise with the CBP Hiring Center on staffing and recruitment matters. Providing comprehensive workforce management advisory and technical services on substantive organizational functions and work practices.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, developing, and coordinating briefings and presentations for executive management; Planning and conducting special studies to develop new and evaluate existing program policies and administrative processes; Developing, implementing, and monitoring sophisticated management information systems; Resolving complex organizational objectives by developing tools (using Excel, Power Platform, etc.) and making program recommendations and improvements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2026. Current and former federal employees may be required to serve or complete a probationary period.
