Supervisory Management and Program Analyst (Director)

Summary

You will serve as the Director of the Plant Protection and Quarantine (PPQ) Budget and Financial Management Division . You will coordinate with the PPQ Management Team on annual and out-year budget activities, provide guidance, leadership and strategic direction to budget planning, budget execution, financial management, and cost and fee analysis for PPQ.

Duties

• •The duties may include, but are not limited to:
• •Leads national budget development for assigned program responsibilities and provides coordination for the Program Planning and Budget Development Process.
• •Oversees administration of PPQ’s user fee activity-based cost models; responsible for the team that designs, develops, operates, and evaluates the user fee cost model and associated regulatory and policy activities.
• •Assesses and addresses unanticipated program resource needs and monitors the overall budgetary health of programs.
• •Ensures, in collaboration with leaders, systems that support planning, evaluating, and monitoring activities are integrated and meet the needs of the agency and its customers, stakeholders, and the Office of Management and Budget (OMB).
• •Coordinates with PPQ Budget staff, APHIS Financial Management Division, and APHIS’ Policy and Program Development staff, Budget, and Accounting Division, and LPA
• •Oversees in-depth analyses of user fee policy and program management issues of importance to APHIS’ mission to protect and serve U.S. agriculture.
• •Provides overall direction and coordination to subordinate staff members. Supervises a staff of multiple policy, technical, and support employees.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analytical and evaluative skills coupled with comprehensive knowledge of cost analysis, federal financial management policies and procedures, including experience managing activity-based cost models and setting user fees. Provided authoritative advice to senior executives on budget policy, funding strategies, resource allocation, and the fiscal impacts of legislative and programmatic initiatives to support informed executive decision-making. Participated in the formulation, development, and presentation of annual budget estimates, spending plans, Congressional Budget Justifications, operating plans, and budget exhibits in accordance with Office of Management and Budget (OMB), congressional, departmental, and agency guidance. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
