Summary

This supervisory position within Veteran Family Member Programs, Integrated Veteran Care, Veterans Health Administration, Department of Veterans Affairs, falls under the Chief of Eligibility Enrollment Verification. Incumbent oversees inquiries and internal and external escalations that require thorough review and timely responses related to the Civilian Health and Medical Program of VA.

Duties

Monitors administrative activities and makes substantive recommendations for improvements Performs quality assurance activities for services, systems, and processes Monitors quality program implementation and indicators designed to eliminate ineffective practices Compares and evaluates program functions and recommend changes in guidelines, using program and measurement techniques to analyze compliance with legal and regulatory requirements Advises management on issues related to a broad range of program policies, processes, initiatives, and questions Interprets and develops administrative policies Coordinates establishment of goals, objectives, and long-range plans Researches, evaluates, and reports on recommended management decisions regarding workforce distribution and resource allocation Identifies legal and regulatory effects on program operations Applies a wide variety of qualitative and quantitative analytical techniques in order to analyze program operations to identify deficiencies and recommend solutions Assists in development of corrective action plans through collaborative interaction with audit staff on programs, processes, and problems using program and auditing materials and guidelines Independently develops action plans to address statutory, regulatory, policy, appellate, and legal issues Facilitates implementation of contracts providing care for Veteran/beneficiary use of community healthcare services Conducts management analysis and review of data, program requirements and correspondence requiring review and concurrence of the Director and/or other Agency management officials Formulates, presents, executes, and analyzes organizational program contract budgets Monitors budget allocation and execution to ensure operating program objectives are met Develops reports and dashboards to monitor program effectiveness and support leadership decision-making Work Schedule: 8-hour tour, Monday - Friday between 6:30a.m. - 4:30p.m. EST Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical guidance to team members Assisting in coordinating daily work activities within a unit to support efficient workflow and operational continuity Applying a wide variety of qualitative and quantitative analytical techniques to identify program deficiencies and recommend solutions Assisting in development of corrective action plans by using established program and audit guidelines Responding to stakeholder inquiries in accordance with established policies and procedures Applying basic evaluative methods to identify issues and root causes and to suggest short-term corrective actions For more information on these qualification standards, please visit the United States Office of Personnel Management's website at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/.
