Supervisory Program Specialist (Deputy Chief)

Summary

This position serves as Deputy Chief of Debt Operations for the Nationwide Central Intake Facility (NCIF) of the Debt Collection Management Staff, providing day-to day management and operational oversight of the NCIF and related debt-collection management functions. It advises the Chief of NCIF, DCM and senior leadership on policy implementation and program improvements to strengthen the Department's debt collection operations.

Duties

The duties and responsibilities for a Supervisory Program Specialist, GS-0301-14 generally include, but are not limited to, the following: Provide leadership and operational oversight of the NCIF and related debt-collection management functions. Manage staff, support workforce development, and build a high-performing, mission-focused team. Direct program planning, performance evaluation, and process improvement initiatives to enhance operational effectiveness and accountability. Serve as the primary liaison to federal agencies and stakeholders, coordinating debt collection efforts, resolving complex issues, and promoting collaboration.

Qualifications

To qualify for the position of Supervisory Program Specialist (Deputy Chief), at GS-0301-14, you must meet the qualification requirements listed below. Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service, which includes: Must meet five out of six specialized experience, 1) Planning, organizing, and directing debt operations work; to include developing and/or implementing recommendations and guidance to resolve data integrity issues; 2) Directing successful implementation of programs and/or projects and coordinating with staff to ensure that the goals and directives of Debt Collection Management are met; 3) Performing administrative and human resource management functions for the staff supervised; 4) Planning and/or conducting meetings, briefings and other activities in support of particular programs; 5) Performing and/or conducting legal research of federal laws and regulations as it relates to debt collection; 6) Conducting detailed analyses of complex functions and /or work processes.
