Summary

About the Position: Incumbent will serve as Deputy Division Chief for the United States Africa Command (USAFRICOM) Mission Assurance and Protection Division (J34) working under administrative direction of the division chief (O-6) who reports to the USAFRICOM Deputy Director of Operations (O-7).

Duties

• •Serve as Deputy Division Chief, managing and overseeing Mission Assurance and Protection planning, policy, agreements, risk management, assessments, resources, training, and exercise functions at Combatant Command level.
• •Oversee and support the Command’s Asymmetric Threat programs which include: Counter-Improvised Device (C-IED), Counter Unmanned Arial System (CUAS) and Air and Missile Defense (AMD).
• •Serve as the Contracting Officer Representative and/or performance monitor for all division contractors.
• •Leadership/Supervision/Management. Exercise the full range of managerial and supervisory authorities over subordinate supervisors at the O-5/GS-13 levels.
• •Executive/Administrative Oversight. Manage day-to-day division taskings/workload and provide expert guidance and assistance to senior leaders in the management of complex Mission Assurance and Protection functions.
• •Manage and facilitate USAFRICOM’s Mission Assurance construct, including the Mission Assurance governance structure to effectively and efficiently integrate and synchronize all 17 Mission Assurance and Protection lines of effort.
• •Synchronize Mission Assurance using an integrated risk management methodology to mitigate mission-execution risk from the full spectrum of threats and hazards to mission capabilities, functions and supporting assets.
• •Implement processes to identify, prioritize, assess, and manage risk to identify strategic risks that endanger Mission Essential Functions, Combatant Command Operational Plans, and core Joint Mission Essential Tasks.

Specialized Experience: One year of specialized experience which includes 1) Leading and supervising military and civilian employees; 2) Leading and managing a protection program at a strategic or higher headquarter organization; 3) Strategic and operational managing and facilitating of cross-functional teams and working groups, And 4) Integrating and synchronizing multiple programs and disciplines within governance structures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
