Supervisory Social Worker (Program Coordinator)

Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Social Worker Program Coordinator for Vocational Rehabilitation Services (VRS), Residential Rehabilitation Treatment Program Compensated Work Therapy Transitional Residence (RRTP CWT-TR), and Mental Health Intensive Care Management (MHCIM), has clinical and programmatic responsibility for Mental Health care delivery in the programs. The incumbent has direct supervisory authority over staff assigned to the VRS, RRTP CWT-TR, and MHICM programs, Social Work and Addiction students who rotate through the programs, as well as overall programmatic and clinical responsibility of the programs Duties for this position include but not limited to: Oversees and approves financial transactions and budgets for Vocational Rehabilitation Services, RRTP CWT-TR, and MHICM programs. Completes statistical and other reports in accordance with VA Medical Center and respective professional discipline service policies Provides Mental Health professional services to patients participating in VRS, RRTP CWT/TR, and MHICM, as necessary, using the most appropriate psychotherapeutic techniques in providing quality care. Advises the Chief, Mental Health Services of shifting trends with caseloads and identifying the need for and making recommendations on program procedure or policy changes based upon work experience. Documents all contacts with patients/families in Computerized Patient Record System Participates in national program conference calls regarding the assigned programs and attends VISN and National meetings as required. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade. Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Preferred Experience: Experience working with Substance Use Disorders, PTSD, and SMI populations.
