Summary

The Supervisory Supply Management Specialist - Assistant Chief Supply Chain Officer (ACSCO) is a senior supply chain management (SCM) officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain.

Duties

Duties included, but not limited to: Plans and manages all levels of supply chain activities involved in sourcing, procurement, and logistics management. Serves as the senior logistics management officer for a VA HCS (with multiple campuses) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non­expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area. Exercises Supply Chain Management (SCM) responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements. Oversees, guides, manages, and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational SCM personnel pertaining to logistics. Establishes local facility policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices, and initiatives, including six sigma and lean management. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures. Establishes, maintains, and promotes VA HCS and supported catchment area logistics personnel training and professional development programs, which are integral to the success of the logistics program. Plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities; prepares requests for filling vacancies to meet workload requirements. Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy, and regulatory compliance; and technical competence. Directs all supply management, material management, production control activities for the VA HCS with multiple campuses and supported catchment areas; exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank (i.e., Director and/or Associate Director, VISN CSCO, etc.). Executes administration and personnel management responsibilities, with advice and assistance of Human Resources, promotes sound position management principles and programs within the Service. Makes decisions on work problems presented by subordinate supervisors and resolves formal complaints and grievances (including group complaints and grievances). Assists employees in improvement of performance and keeps them informed of policies, personnel, and other management programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a group with a variety of occupations and subordinate supervisors..
