Supervisory Transportation Program Specialist - Direct Hire

Summary

Incumbent will serve as the Director of the Office of Grants Management and Guidance and is responsible for the management of the Division of Grant Systems and the Division of Grant Guidance. Major functions include the management, maintenance, and implementation of FTA's electronic grant management system, calculation of FTA's annual formula apportionments, and the implementation of FTA's grant guidance and management procedures.

Duties

As a Supervisory Transportation Program Specialist (Director of the Office of Grants Management and Guidance), you will: Managerially lead for two divisions and a team of approximately 15 staff. Manage and oversee FTA's electronic grants management system. Manage and implement FTA's grants guidance dissemination and training. Manage FTA's formula apportionment calculations and other grant data reporting and analysis. The ideal candidate possesses a full understanding of the grant lifecycle, a robust understanding of federal transportation related grant rules and regulations, and a deep understanding of compliance risk mitigation practices.

Qualifications

To meet the minimum qualifications for this position, you must meet the Individual Occupational Requirement (IOR) and the specialized experience requirements. Individual Occupational Requirement (IOR): To qualify for this series, applicants' resume must show experience that demonstrates a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the IOR requirement for this position, to qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience with the Federal Transit Act and federal grant program administrative requirements. Experience managing and directing one or more major programs preferably in a transportation industry. Experience communicating effectively, both orally and in writing, with internal & external stakeholders. Experience designing and delivering formal briefings and ad-hoc executive updates on strategic priorities to senior leadership. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
