Supervisory Veterans Service Representative (Assistant Coach)

Summary

Incumbents of this position supervises staff who adjudicates and authorizes Veterans' compensation and pension claims. The Supervisor Veterans Service Representative (VSR) works in the Veterans Service Center (VSC) or Pension Management Center (PMC).

Duties

Duties include, but are not limited to: Performs the duties of the Team Coach in his/her absence and shares those responsibilities on a daily basis. Ensures that the team's quality and timeliness of service meet performance indicator goals. Responsible for the cost-effective use of resources to accomplish the team's assigned outcomes. Gathers, interprets, and recommends appropriate action based on a wide range of data addressing service concerns. Analyzes and interprets laws, rules, and regulations and their effect on the establishment of new policies, procedures, and/or methods of operation. Monitors leave balances, approves/denies leave, and certifies timecards. Runs production and workload reports. Communicates with senior management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/28/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. To qualify for the Supervisory Veterans Service Representative (Assistant Coach), GS-0996-12 position you must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service obtained in either the public or private sectors providing quality assurance or auditor functions related to claims processing and benefit determination; adjudicating and authorizing of compensation, pension, and claims; providing determination to reconsider claims appeal cases; and preparing presentations to reconsider claims appeal cases. If you are a current VBA employee and currently hold the grade level of this vacancy (or higher) AND the promotion potential of this position does not exceed the promotion potential of your current position, you may request a non-competitive reassignment or change-to-lower grade into this position. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: Is defined as performance of technical assignments affecting the entire field of VA's compensation and pension (C&P) benefits programs. These assignments would have required interpretation of the full range of C&P laws and regulations, to include precedent opinions of the Court of Appeals for Veterans' Claims and authoritative opinions of the General Counsel. Experience may have been gained as a VSR Authorizer, RVSR, AQRS or DRO. Examples of specialized experience would typically include, but are not limited to: - Quality assurance or auditor functions related to claims processing and benefit determination. - Adjudication and authorization of compensation, pension, and claims. - Determination to reconsider claims appeal cases and preparation/presentation of such cases NOTE: There is no educational substitution for this grade level.
