THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY SYSTEMS ANALYST, Position Description Number D0888P01 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE NTE 1 Year

Duties

As a Supply Systems Analyst. GS-2003-11, you will review, analyze, and interpret logistical directives and procedural instructions, to include internal controls from higher authority, and recommends local policy and procedures for the Division. Review results of property book validations, and external evaluations to determine systemic problems. Provide functional analysis of automated support requirements. Incumbent is responsible for coordination, implementation, and evaluation of the Division's responsibilities in the Army's Management Control Program, to include internally supplemented controls. Assist subordinate branches within the Division in establishing local procedures. Evaluate the effect of new supply and services programs on funding requirements and develops or participates in the development of justification for budget submission/modification. In conjunction with customer assistance, incumbent acts as a focal point of contact for systemic logistical issues within the Supply and Services Division and between the Supply and Services Division and customers. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at USPFO Supply and Services Division TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED E1-E9 WARRANT OFFICER: WO1 - CW5 OFFICER: O1 - O5 Supervisor for this position is LTC Ludlow *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
