Technical Advisor, Pharmaceutical Procurement

The Technical Advisor for Pharmaceutical Procurement will support the State Enterprise “Medical Procurement of Ukraine” (MPU) in strengthening and executing centralized and decentralized procurement of pharmaceutical products. Working under the supervision of the Principal Technical Advisor for Procurement and Supply Chain Management (PTA PSM), the Technical Advisor will collaborate closely with MPU, the Ministry of Health (MOH), the Center for Public Health (CPH), the pharmaceutical industry, the project's contracted agencies, and other relevant stakeholders.

The Technical Advisor will play a proactive coordination role, building trust, promoting transparent communication, and ensuring effective engagement across institutions to support timely and high-quality implementation of activities related to MPU governance, capacity strengthening, and procurement system improvements. The position will contribute to the project's broader objective of strengthening and diversifying the institutional capacity of MPU as an already-established full-cycle supply chain agency, including deepening institutional, operational, and technical capacity to manage an increasingly complex and diversified portfolio of responsibilities.

S/he will contribute to developing sustainable procurement capacity within MPU by supporting training programs, process optimization, and coordination with national and international partners, ensuring that MPU's procurement operations remain transparent, efficient, and aligned with global good practices.

MAIN RESPONSIBILITIES

Public Procurement Instruments and MPU Capacity Diversification

• •Support the continued strengthening and capacity diversification of MPU as an already-established full-cycle supply chain agency, including deepening institutional maturity, expanding technical capabilities, and organizational development to manage an increasingly complex and diversified procurement and supply portfolio.
• •Support the deployment and scale-up of innovative procurement instruments — such as Managed Entry Agreements (MEAs) and other emerging approaches — alongside best practices in tender preparation, supplier engagement, market research, and improved internal controls, advancing MPU's strategic engagement with procurement processes at both the national and regional levels and demonstrating MPU's capabilities and added value.
• •Support the organization of the Annual Suppliers Forum and other client engagement events, stakeholder meetings, and consultations ahead of each procurement cycle, ensuring proper preparation, documentation, and follow-up.
• •Support MPU staff professional development and its ISO 37001 anti-bribery recertification process, alongside broader anti-corruption instruments such as early-warning and reporting mechanisms and integrity systems.
• •Support MPU leadership in strategic planning processes, including updating institutional priorities and KPIs.

Project Management and Stakeholder Engagement

• •Facilitate communication and coordination with key stakeholders across government, private sector, and civil society; document discussions, key findings, and recommendations to inform MPU decision-making and the project's technical support.
• •Coordinate the implementation of procurement-related workplan activities and deliverables, ensuring timely execution and effective collaboration with project teams involved in supply chain strengthening, MPU capacity development, and public procurement reforms.
• •Collect and analyse data related to public procurement, prepare analytical summaries, reports, and recommendations for the donor, government partners, and other stakeholders.
• •Maintain strong, trust-based working relationships with key stakeholders across government institutions, regional authorities, the private sector, pharmaceutical manufacturers, civil society, and development partners to advance the project's procurement and supply chain objectives.
• •Participate in government- and stakeholder-led working groups, ensuring that MPU's perspectives and needs are reflected in discussions on procurement and supply chain reform.

Technical reporting

• •Consolidate procurement-related findings and technical inputs into clear, well-structured English-language reports, prepared under the guidance of the Principal Technical Advisor for Procurement and Supply Chain Management (PTA PSM).
• •Regularly produce project highlights, narrative inputs, success stories, technical briefs, slide decks, and other materials documenting progress in procurement, supply chain strengthening, and MPU capacity development for internal and external reporting needs.
• •Perform other duties as assigned to support effective implementation, monitoring, and documentation of procurement and supply chain activities.

QUALIFICATIONS

REQUIRED EDUCATION

Required:

Bachelor’s degree in public health, Pharmaceutical Supply Chain Management, Medical management, or equivalent education.

Preferred:

Master’s degree in public health or related field.

REQUIRED EXPERIENCE

Required:

• •5 of experience in public health programs or related pharmaceutical management experience.
• •Experience in pharmaceutical management with an emphasis on procurement, supply chain, warehousing, and logistics is preferred.
• •Experience providing technical assistance in public health programs/projects, especially supply chain management programs implemented in Ukraine by international organizations.
• •Experience working in Ukraine with MOH, MPU and similar level organizations in the field of healthcare and governance.

Preferred:

Experience with USG-funded programs, and other international medical NGOs.

KNOWLEDGE AND SKILLS

• •Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
• •Knowledge in supply chain areas, warehousing, logistics, quantification, procurement systems and procedures, public health, and governance.
• •Excellent interpersonal skills, communication skills, training experience, project management skills, ability to identify and resolve policy and operational constraints, generate ideas and solutions.
• •Excellent written and verbal communication and presentation skills in English and Ukrainian.
• •Professional MS Office user, including Word, Excel, and PowerPoint.
