About this role:

Wells Fargo is looking for a Money Laundering Risk Officer (MLRO), based in Paris, France.

This role covers Financial Crimes Risk Management (FCRM) as applicable across all Wells Fargo legal entities in France, which currently comprises Wells Fargo Securities Europe (WFSE) and Wells Fargo International Finance France (WFIFF). WFSE is a service investment firm regulated by the ACPR and the AMF and is subject to the AML and Sanctions regulations in France. WFIFF is an intermediary in banking operations and payment services registered with the ORIAS and not subject to AML regulations but must abide by French Asset Freeze regulations.

The Wells Fargo France MLRO (hereafter the WF France MLRO) reports functionally to the Wells Fargo Bank International (WFBI) MLRO and locally to the WFSE Chief Executive Officer. The WF France MLRO has oversight for and supports the execution of the Financial Crimes Risk Management program in France and is the designated Money Laundering Reporting Officer (MLRO) for WFSE. The WF France MLRO is the point of contact for financial crimes risk management for all internal and external parties (including Internal Audit, Regulators, French FIU TRACFIN, Enterprise FCRM, EMEA FCRM, Independent Risk Management personnel, and Business Financial Crimes Control Teams) and works with these stakeholders to ensure that effective advisory, governance and oversight capability is delivered within WFSE and WFIFF.

The WF France MLRO ensures that Wells Fargo legal entities in France meet the relevant financial crime local legal and regulatory standards together with applicable corporate policy.

In this role, you will:

Provide analysis of legal, regulatory, and other developments relating to Financial Crime in France and make recommendations to ensure related policies and procedures are compliant.

Act as registered Money Laundering Reporting Officer and “declarant-correspondent” with TRACFIN for WFSE.

Set and direct the strategy for FCRM in WFSE and WFIFF, with the agreement and support of the WFBI MLRO.

Deliver and maintain an effective financial crimes risk management framework within France.

Develop constructive stakeholder relationships with Senior Management in Paris and regional and corporate stakeholders including Audit, Compliance and Operational Risk to drive a positive risk management culture and collaborative approach.

Present credibly and persuasively on Financial Crime Risk oversight to senior business management, at various governance committees including as required at the WFSE Executive Committee and the WFIFF Steering Committee.

Establish robust governance and reporting of FCRM matters within France.

Ensure that WFSE and WFIFF meet local anti-money laundering and financial crimes regulatory requirements.

Work closely with EMEA Regulatory Relations in the management of all interaction with French regulatory authorities including inspections related to financial crime matters.

Provide management information and support and escalate any material matters on an ongoing basis to the WFBI MLRO, the France Chief Compliance Officer, WFSE Chief Executive Officer and WFIFF President and General Manager to support the fulfilment of their responsibility and to ensure that they have oversight and transparency of FCRM risks.

Maintain effective oversight over the FCRM programs in place in France and report on this to the WFBI MLRO and the EMEA FCRM Governance Forum.

Maintain oversight over elements of the WF France FCRM program that is delivered through outsourced activities.

Create and maintain capability to identify, assess, and interpret EU level Financial Crime related legislation and regulation.

Contribute to, support, and leverage the EMEA FCRM teams to complete the France FCRM work programme.

Work closely with Financial Crime team members in EMEA and USA in the development and roll out of global and local Financial Crime policies and procedures.

Carrying out such other duties as may reasonably be required.

Required Qualifications

Experience in Financial Crimes, Operational Risk, Fraud, Sanctions, Anti-Bribery, Corruption, or equivalent demonstrated through one or a combination of the following: work experience, training, education

Leadership Experience

Desired Qualifications:

Extensive and proven Financial Crimes Risk Management Experience, ideally at a management level of a large international or global financial group.

Experience in Markets FCRM Compliance will be an advantage

Financial Crime related qualification or legal / accountancy qualification preferred.

Leadership capability, leads by example, fosters trust and is aligned with the Bank’s Vision, Values and Goals.

Developed communication (written and oral and presentation) and influencing skills are essential with an ability to liaise professionally and with diplomacy across all levels of staff.

The ability to build strong working relationships across different functions and different levels including senior management.

Job Expectations

You will be registered with the ACPR as the WFSE MLRO and you will be registered with TRACFIN as the WFSE declarant-correspondent with them. You must at all times remain fit and proper to perform your role, and this will be assessed on at least an annual basis.
