Vice President of Contracts

Position Summary
IronMountain Solutions is a premier government contracting company based in Huntsville, Alabama, dedicated to delivering critical services and solutions to the Department of War and other federal agencies. We are seeking a highly strategic and experienced Vice President of Contracts to join our corporate division. This executive will lead our overarching contracts, procurement, and pricing strategies while managing a robust portfolio of major contract vehicles.
The Vice President of Contracts is a critical executive leadership role responsible for the comprehensive oversight of the company’s Contracts, Procurement, Project Control, and Pricing departments. This role demands an expert in government contracting who can champion corporate regulatory compliance, optimize procurement processes, and ensure flawless execution of highly complex DoD proposals. The ideal candidate will bring extensive experience navigating and administering major federal acquisition vehicles alongside strong corporate compliance and negotiation expertise.
Key Responsibilities
Executive Leadership & Strategic Oversight
Lead and direct all activities across the Contracts, Procurement, Project Control, and Pricing divisions.
Standardize and optimize processes for procuring direct-charge services and materials across all corporate divisions.
Provide internal corporate contracts legal and governance oversight.
Supervisory & Team Leadership
Provide direct supervision, mentorship, and strategic direction to department directors, managers, and administrative staff across the organization's contracting and pricing verticals.
Manage personnel actions, including interviewing, hiring, conducting performance evaluations, and guiding career development for department employees.
Lead comprehensive onboarding and compliance education, including issuing and facilitating new hire training for critical programs like Export Compliance.
Ensure optimal workload distribution, delegate high-priority assignments, and maintain adequate staffing levels to support seamless contract execution and high-volume proposal development.
Contract Administration & Vehicle Management
Oversee, administer, and drive task order growth across IMS’s prime and sub-contract portfolios, managing Multi-Agency Contracts (MACs), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Government-Wide Acquisition Contracts (GWACs), Blanket Purchase Agreements (BPAs), and Other Transaction Authorities (OTAs).
The portfolio includes, but is not limited to: EXPRESS, EWAAC (Eglin Wide Agile Acquisition Contract), GSA (Multiple Award Schedules), MDA Shield, OASIS+ (One Acquisition Solution for Integrated Services Plus), and SeaPort-NxG.
Draft, review, and negotiate a high volume of complex contractual documents, including Prime Contracts, Subcontracts, Teaming Agreements, Non-Disclosure Agreements, Consulting Agreements, and Leases.
Manage subcontractor pipelines, including issuing funding documents, verifying labor category qualifications, and overseeing monthly deliverables and invoicing.
Compliance & Regulatory Affairs
Maintain strict company-wide regulatory and legal compliance with FAR, DFARS, CPSR, SCA, ISO, and CMMI standards.
Lead the IMS Export Compliance program across the company, encompassing the submission of licenses to the State Department and Department of Commerce.
Develop, implement, and monitor Exporting Policy & Procedures, including the facilitation of new hire training and tracking of export activities.
Proposal Development & Pricing Strategy
Partner closely with Business Development, Task Leads, Vice Presidents, and the Pricing department to develop and submit fully compliant proposals for vehicle on-ramps and multi-million-dollar task orders.
Ensure all proposals are accurately priced and that all necessary contractual documentation is submitted exactly as mandated by the RFP.
Provide robust Cost Volume proposal support, including labor category mapping, utilizing salary survey data, conducting price build-ups, and creating cost narratives.
While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use tools or controls; normal physical activity (reach with hands and arms; climb stairs): and communicate effectively with all levels of employees and leadership. The employee must occasionally lift or move office products and supplies up to 25 pounds.
Basic Qualifications
Education: Bachelor’s degree in business administration, management, finance, contract management, or a closely related field.
Clearance: Active DoD Secret Clearance is mandatory.
Experience:
15+ years of progressive leadership experience in government contracts, subcontracts, and procurement within the defense sector.
5+ years of direct supervisory experience managing contracting, procurement, or pricing personnel.
Direct experience managing and administering prime contracts and subcontracts across major government-wide or agency-specific vehicles.
Deep, demonstrable subject matter expertise in federal acquisition regulations, particularly FAR, DFARS, Contractor Purchasing System Review (CPSR), and Service Contract Act (SCA).
Proven experience successfully managing Export Compliance (ITAR/EAR) operations for a government contractor.
Preferred Qualifications
Education: Master’s degree or doctorate in business, contract management, acquisition, finance, or related field preferred.
Certifications/Licenses/Affiliations:
Certified Professional Contract Manager (CPCM)
Certified Federal Contract Manager (CFCM)
National Contract Management Association (NCMA)
Active law license
Familiarity with the JAMIS Prime Software ERP/financial system.
Procurement and buying experience, including direct management of corporate purchasing capabilities and the development of standardized procurement processes.
