Summary
Voluntary Services Officer has oversight for Voluntary Service's full scope of business defined above. Due to the crosscutting nature of this office, the incumbent shows a comprehensive understanding of the federal government, VA and each of its Administrations, with a primary focus on VHA; to include the relevant laws, regulations, policies and procedures, accrediting organizations, as well as the organizations within the agency to facilitate a systems oriented approach to the Center's success.
Duties
Collaborate with Department-level organizations, to include but not limited to the Secretary's Veterans Experience Office, the Center for strategic Partnerships, and the VHA Office of Community Engagement to support national initiatives that involve community partnerships designed for execution at local facilities or in support of largescale national programs, providing evaluation and recommendations to further program impact and long-term success. As the primary Volunteer Engagement Manager, the Voluntary Services Officer is responsible for upholding the national and international occupational standards established for the profession. This includes the strategic utilization of volunteers throughout the healthcare system, across Administrations and those assigned to community-based roles. Conduct and analyze comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals. In this capacity, the incumbent is the human capital manager, exercising final authority for the full range of personnel actions and organization design proposals recommended for the integration of this category of without compensation (WOC) employees; ensuring compliance with all applicable human resource laws and regulations. Understanding that volunteers are designated as healthcare personnel by The Joint Commission (JC), the Voluntary Services Officer is also responsible for ensuring compliance with all applicable JC standards for VHA volunteers, to include maintaining the official volunteer personnel files, mandated training records, assignment guides, competency and performance assessments, and other applicable role-specific documentation. Responsible for the design, development and implementation of the recognition and incentive awards program for the organization's volunteer workforce. Provide oversight of all of the organization's funds and in-kind development activities, conduct and analyze routine needs assessments, manage the day-to-day operations of the philanthropic development activities, and monitor all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts. Exercise discretionary authority to approve the allocation and distribution of such funds. Monitor the adequacy of programs, services and available resources through coordination with leadership, staff, appropriate committees, and governing bodies at the national, state, regional, and local levels. Ensure compliance with all relevant regulations and laws, maintains accountability standards to donors in conducting philanthropic development activities, as well as ensures compliance with the code of ethical principles and standards of professional conduct in accordance with VA's core values and those established for all government officials. Responsible for accurately maintaining and documenting all donations in the VA's enterprise-wide system of record for contributions to the agency and complying with national, VISN and local audits as requested. Responsible for the full scope of fiscal management and accountability for the office, including the preparation of an annual operating budget. Prepare business case justification for anticipated expenses, including alignment with VA and VHA goals and priorities, strategy identification, benchmarking and evaluation in support of proposed budget. Assures sound fiscal operation of the CDCE/Voluntary Service office including timely, accurate and comprehensive reporting, monitoring and implementation. Establish performance measures for all aspects of the CDCE/Voluntary Service program, monitor the results, and make program adjustments that maximize human, financial and in-kind resources to build capacity and services for the organization and its stakeholders. Responsible for project and event management of varied sizes and scope, occasionally requiring rapid execution due to a change in priorities or strategic need. The incumbent should possess a considerable knowledge of project and event management principles to facilitate the effective planning, design and execution of events, including coordination and supervision of event personnel, contract development and negotiation, budget execution, transportation, venue, equipment, promotional materials, and guests/speaker invitations. Ensures compliance with insurance, legal, health and safety obligations, as required. Work Schedule: Monday-Friday, 7:30am-4:00pm. Schedule may be subject to change based on the needs of the Agency. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences. Physical Requirements and Work Environment: Work is moderately sedentary. It may require standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs.
