Duties

You will serve as a Budget Analyst and be responsible for technical authority and applies configuration standards to develop and enforce Tactics, Techniques, and Procedures (TTP) to acquire, maintain, alter, refurbish, and dispose of shore facilities to enable CG mission execution and operations in support of public safety and homeland security. This includes providing for the acquisition, Programmed Depot Maintenance (PDM), major repair and modification of CG shore facilities and aids to navigation. . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing and managing the unit's multi-million dollar budget, including creating the budget execution plan, allocating funding, and monitoring all expenses. This involves analyzing financial data to project future needs and ensure resources are maximized. Leading the analysis and reporting of the production list of projects, using systems like FSMS & SAMS to track progress and performance. The incumbent generates statistical reports and forecasts to inform leadership and stakeholders on project execution and future workload. Coordinating all business and administrative operations by leading the Business Operations Work Group. This includes distributing workloads, managing civilian personnel actions, and serving as the primary liaison for travel, training, and overtime. Managing the financial execution & compliance for Major Shore Infrastructure (43) and Operating (30) expenses, averaging $50 million annually. Ensuring the unit complies with Chief Financial Officer audit requirements. The incumbent is responsible for evaluating projects for capitalization, developing Construction In-Progress reports, & managing asset commissioning/decommissioning records. Serving as the lead for interpreting financial and administrative policies, developing and updating local guidance and standard operating procedures. This role involves training personnel and analyzing performance metrics to recommend process improvements. Acting as the unit's coordinator for personnel and administrative systems, serving as a point of contact for HR issues, a reviewer for position descriptions, and an administrator for the government travel card program and other financial systems. Qualifications

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Experience managing, executing, and tracking multi-million dollar Federal budgets; allocating and monitoring specific fund codes (such as operating and capital/infrastructure funds); and executing project-level funding certifications. Experience utilizing specialized enterprise databases (such as FSMS, SAMS, or equivalent financial/project tracking systems) to monitor project performance, generate financial forecasts, and conduct asset capitalization/Construction-in-Progress (CIP) reporting in compliance with CFO audit standards. Experience analyzing, interpreting, and applying federal financial management policies, regulations, and guidelines to draft local Standard Operating Procedures (SOPs) and train staff. Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
