BUILDING MANAGEMENT SPECIALIST

Summary

This position is in the DoW Washington Headquarters Services, Facilities Services Directorate, Facilities Operations & Services Div (FOSD), Reservation Environmental Services Branch. FOSD manages DoW-owned/operated facilities and services in the National Capital Region. Under the general administrative supervision of the RES Branch Manager, the incumbent serves as a Building Management Specialist.

Duties

Incumbent typical work assignments may include the following: Manages and coordinates in-house and contractor activities for comprehensive facility operations, including custodial services, waste management, and recycling programs. Plans work schedules, analyzes workload fluctuations, develops standard operating procedures (SOPs), and conducts studies to improve efficiency and reduce costs. Serves as a Contracting Officer's Representative (COR) for service contracts, which includes developing procurement packages, providing technical evaluations, administering contractor performance, and resolving contract disputes. Plans and executes specialized building service projects, conducts research and investigations, and prepares detailed reports and recommendations for management. Monitors and regulates the use of public spaces across the Pentagon reservation and its associated properties to ensure compliance with established facility regulations.

Qualifications

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) assist in the management of facility services and contracts. 2) monitor contractor performance for services like custodial and waste management 3) support a Contracting Officer's Representative (COR) by tracking contract deliverables and compliance. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1)manage facility operations and administering service contracts. 2) plan work schedules and developing operating procedures 3) serve as a Contracting Officer's Representative (COR) on contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
