Description of Work

The Certificate of Need Project Analyst reviews and analyzes Certificate of Need (CON) applications proposing new health services and prepares detailed written findings to conditionally approve or deny requests based on statutory criteria and regulations.

This position drafts written responses to provider inquiries regarding the applicability of CON requirements for planned health care transactions. Work includes monitoring the development and progress of approved CON projects and defending project decisions in administrative hearings. The role operates within the Healthcare Planning and Certificate of Need Section and supports statewide regulatory oversight of health service expansion.

  • Key Duties Include:
  • – Review and analyze Certificate of Need applications proposing new health services for compliance with statutory CON criteria.

– Prepare detailed written findings recommending conditional approval or denial of CON applications.

– Draft written responses to provider inquiries regarding the applicability of CON requirements.

– Monitor approved CON projects to ensure development aligns with the parameters of the issued certificate.

– Defend decisions in administrative hearings through presentation of analyses and regulatory interpretations.

– Analyze regulatory and statutory language relevant to proposed health care services and transactions.

– Evaluate assumptions, methodologies, and supporting documentation included in CON applications.

– Review complex financial statements submitted by health care providers to support project justification.

– Communicate clearly and concisely in written and verbal formats to articulate regulatory positions.

– Manage multiple concurrent CON reviews and related projects through effective prioritization and attention to detail.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $57,983.00 - $101,470.00

Recruitment Range: $57,983.00 - $71,632.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

Demonstrated experience applying general understanding of healthcare delivery systems, strategic planning processes, and the regulatory environment governing healthcare facilities at both the state and federal levels.

Proven skill analyzing and interpreting complex assumptions, methodologies, and regulatory or statutory language in support of Certificate of Need review activities.

Strong proficiency evaluating and interpreting complex financial statements to support project justification and regulatory determinations.

Advanced written and verbal communication skills demonstrated through clear, concise, and well‑supported articulation of analytical findings and regulatory positions.

Documented success managing numerous diverse projects simultaneously through effective prioritization, efficient time management, attention to detail, and advanced use of Microsoft Word and Excel, with intermediate proficiency in Microsoft Access.

About the Division of Health Service Regulation (DHSR):

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Healthcare Planning and Certificate of Need Section:

The Healthcare Planning and Certificate of Need Section supports the North Carolina State Health Coordinating Council in the development of the annual State Medical Facilities Plan to make certain that health care facilities and medical equipment are developed only when needed.
