Summary

The My Healthy Vet (MHV) Change Agent Coordinator leads the facility's efforts to integrate MHV and SM among healthcare providers and patients. Serves as SM liaison and administrator to VISN and National MHV teams. This position is responsible for establishing and managing communications plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication, and effective communications plans.

Duties

This vacancy has been amended to reflect Physical Demands under Duties. This position is responsible for establishing and managing communications plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication, and effective communications plan for change management, incorporate multiple channels to manage expectations and disseminate project progress. The core duties of this position include but are not limited to: Provides administrative and clerical support. Schedules appointments, coordinates meetings, and/or schedules conferences and teleconferences for clinic leadership. Answers telephone calls and answer inquiries from internal and external customers pertaining to online library services, My HealtheVet, VEC, and e-Benefits Ensures all mandatory documents referencing My HealtheVet and e-Benefits for Veterans are tracked and completed. Analyzes information and data; assists in preparation of presentations and proposals. Assists in the management of fund control points and Government Purchase Card. Identifies and recommends methods of eliminating, consolidating, simplifying or improving procedures and processes. Leads the facility's efforts to integrate My HealtheVet and Secure Messaging among healthcare providers and patients. Ensures the enrollment, authentication, and training on program usage of the My HealtheVet, VA.gov, and Secure Messaging. Serves as the Secure Messaging liaison and administrator to VISN and National My HealtheVet teams. Work Schedule: Monday to Friday, 7:30am to 4:00pm Telework: ADHOC Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To be creditable, specialized experience must have been equivalent to the GS-9 level in Federal service to qualify at the grade 11.NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation SPECIALIZED EXPERIENCE is defined as: Establishes and manages the training plans and design and perform needs assessments within the project relative to functional and training needs and project effectiveness. Works with ILEAD to coordinate personnel and resources to evaluate the educational needs of Veterans and employees to develop MHV educational and training programs/classes. Responsible for establishing and managing communications plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication, and effective communications plan for change management, incorporate multiple channels to manage expectations and disseminate project progress. Develops multimedia campaign materials (e.g., printed articles, brochures, videos) to enlighten target population. Researches and writes articles, news releases and briefs for inclusion in publications and for release to other media. Uses the world wide web to maximize outreach efforts. Conducts required coordination and obtained clearances as required for release of information. Applies advertising and marketing techniques to material produced to include color dynamics, reading grade level, graphics and design, journalistic writing, etc. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degreeor3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (MUST PROVIDE TRANSCRIPT TO RECEIVE CREDIT) OR COMBINATION OF SPECIALIZED EXPERIENCE/EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for this grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
