LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

Community health is a key pillar for reducing maternal, infant, and child morbidity and mortality in Niger, particularly among populations located more than 5 km from a health facility. It relies on a network of community volunteers (RECo/RCom) deployed across villages, whose activities are reported and consolidated at the CSI level and integrated into DHIS2.

The country has initiated the digitalization of community health: a geolocated mapping of community volunteers was carried out (25,788 volunteers identified in 2021), and a Community Health Information System (SISC) aims to integrate community-level data into DHIS2. The rollout of a mobile platform for monitoring community health activities—eCHIS, operated through CommCare—should improve household-level data collection, activity monitoring, and performance management of the community network.

However, coverage remains partial (around 42% of villages have community volunteers), the mapping must be updated and verified, and the operation of the CommCare platform requires dedicated technical expertise. This recruitment seeks to secure technical support in alignment with the national health information system (FPR12), DHIS2 interoperability, and personal data protection requirements (HAPDP).

Under the authority of the Director of e‑Health, the technical assistant supports community health digitalization. Beyond the community tools, he/she contributes in improving e‑Health Directorate shared functions (sovereign hosting, security, interoperability, architecture, standards, and maintenance) and ensures (i) the creation, updating, and validation of the geolocated RECo/RCom mapping, and (ii) the management, operation, and evolution of the eCHIS/CommCare platform, in alignment with the national e‑Health master plan. The Technical Assistant will support the e-Health Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

The assignment covers both components in an integrated manner: the mapping feeds the platform’s geographic reference, and the platform generates data linked to this reference. The exact scope (zones, number of volunteers, access levels) will be defined by Community Health and e-Health Directorates at the start of the assignment.

Tasks and Responsibilities

Update and validate the geolocated RECo/RCom database (GPS coordinates collection/validation, deduplication, linkage to health areas)

Harmonize the community volunteer reference system with the national health information system (FPR12) and DHIS2 organizational units

Produce maps and coverage dashboards (covered/uncovered villages, density of volunteers) for planning purposes.

Management of the eCHIS / CommCare Platform

Design, configure, and maintain applications, forms, and case management workflows in CommCare

Manage accounts and profiles for volunteers and supervisors (creation, permissions, devices, synchronization)

Ensure routine operation: monitoring, updates, incident management, offline/synchronized modes.

Data and Interoperability

Implement and document data transmission from the platform to DHIS2 (SISC) and the national health information system

Monitor data quality (completeness, consistency, timeliness) and produce reports for managers.

Security and Compliance

Apply security and confidentiality measures (access management, logging) and contribute to HAPDP compliance regarding household/patient data.

Support, Training, and Skills Transfer

Provide technical support to volunteers, supervisors, and focal points by developing guides and user materials

Train administrators and managers and organize progressive skills transfer to Community Health Directorate.

Coordination and Reporting

Participate in coordination meetings and report regularly; flag risks (connectivity, electricity, devices, recurring funding).

REPORTING :

The Technical Assistant will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

Higher education degree (minimum Bac+3) in information technology (IT), information systems, geomatics/GIS, statistics, or equivalent.

Confirmed experience (3–5 years) in mobile data collection systems and/or community health platforms

Practical experience with CommCare (Dimagi) or equivalent tools (ODK, KoboCollect, IASO) strongly desired

Experience in mapping/GIS and geolocation (QGIS, GPS, spatial data)

Experience with DHIS2 and health interoperability is an asset.

Design of forms and case management workflows; user and device administration.

Data management and quality assurance; integration/export scripts; dashboard production

Basic understanding of personal data protection and security best practices (HAPDP).

Rigor, autonomy, field experience, service orientation; ability to work with community-level actors.

Training, communication, and skills transfer ability.

Strong French and English verbal and written skills.
