CONTRACT SPECIALIST

Summary

You will serve as a CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND of NAVFAC SOUTHWEST.

Duties

• •You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues.
• •You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.
• •You will conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements.
• •You will advise requestors on the use of cost and fixed price contracting during pre-solicitation of contracts.
• •You will negotiate and resolve problems related to procurement planning, source selection, and contract performance.
• •You will review contract proposals, acquisition, source solicitation plans, or documents prior to contract pre-award and post-award for regulatory compliance.
• •You will close-out contracts following proper procedure to ensure property disposition, final payments, and documents/clearances have been received.
• •You will analyze, negotiate, and prepare claims file in order to issue final decisions.
• •Perform pre-award and post-award functions for procurements involving complex contracts for facilities construction and services of significant importance to the agency.
• •You will prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, sources selection procedures, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
